Welcoming the President of the Bulgarian National Assembly Rosen Dimitrov Zhelyazkov and the Bulgarian delegation on an official visit to Vietnam, Prime Minister Pham Minh Chinh believes that the visit will be a great success, creating new momentum, promoting and opening a new page in the traditional friendship between the two countries.
The Prime Minister said that Vietnam always attaches importance to the good traditional friendship, loyalty, steadfastness and multi-faceted cooperation with Bulgaria; always remembers Bulgaria's valuable assistance to Vietnam in the struggle for independence and unification as well as in national construction and development; affirms that Bulgaria is one of Vietnam's important partners in the Central Eastern European region.
The President of the Bulgarian National Assembly thanked Prime Minister Pham Minh Chinh for his warm, respectful and sincere welcome; congratulated Vietnam on its continued impressive achievements in socio-economic development and its increasingly important role in the international arena; affirmed that Bulgaria considers Vietnam one of its important partners in ASEAN; the two sides not only share a common history, but also share common values today; and wished to strengthen multifaceted cooperation with Vietnam to maximize the great potential between the two countries.

Informing the Chairman of the Bulgarian National Assembly about the fundamental factors of national construction, foreign policy, defense policy, as well as Vietnam's socio-economic development achievements, Prime Minister Pham Minh Chinh also congratulated the socio-economic development achievements that the Bulgarian people have achieved in recent times.
Prime Minister Pham Minh Chinh and National Assembly Chairman Rosen Dimitrov Zhelyazkov both appreciated the positive developments in bilateral cooperation in all fields; agreed to continue promoting high-level visits and contacts at all levels through all channels; and effectively implement bilateral cooperation mechanisms and agreements.
Regarding economic, trade and investment cooperation, the two sides welcomed the fact that in the context of the global economic downturn, bilateral trade turnover still reached over 200 million USD, but it is not commensurate with the potential. Therefore, the two sides need to promote cooperation and hope to have more and more businesses and investors from Vietnam and Bulgaria invest in each side.

Believing that the two economies have many factors and products that can complement each other, Prime Minister Pham Minh Chinh suggested that both sides identify economic cooperation as a pillar in bilateral relations, and promote two-way trade relations to soon reach 500 million USD/year.
The Bulgarian National Assembly Chairman hopes that the two sides will strengthen cooperation in trade and investment, especially in areas where both sides have potential, strengths, and high value-added products such as high-tech agriculture, pharmaceuticals, information technology, tourism, culture, high-tech industry, aviation, and local cooperation.
Sharing about Vietnam's efforts, Prime Minister Pham Minh Chinh asked Bulgaria to urge the European Commission (EC) to remove the "yellow card" (IUU) on Vietnamese seafood; thanked the Bulgarian National Assembly for ratifying the Vietnam-European Union Investment Protection Agreement (EVIPA); believed that EVIPA will help Bulgarian businesses access the Vietnamese market as well as the ASEAN market; and asked Bulgaria to urge EU member countries to soon ratify the EVIPA so that it can take effect soon.

On this occasion, Prime Minister Pham Minh Chinh thanked Bulgaria for helping to train tens of thousands of Vietnamese officials, students and postgraduates, including many high-ranking Vietnamese leaders; and suggested that the two sides study new educational cooperation potentials to attract students and postgraduates from both countries to study at each country's schools and training facilities in the majors in which both sides have strengths.
Considering that labor cooperation is a traditional field with great potential, Prime Minister Pham Minh Chinh suggested that the two governments soon sign a government-level agreement to facilitate businesses implementing labor cooperation projects in Bulgaria, especially in the fields of healthcare, garment construction and agriculture. The Bulgarian National Assembly Chairman said that Bulgarian businesses welcome highly skilled Vietnamese workers to work there.
Prime Minister Pham Minh Chinh thanked and asked the Bulgarian Government and National Assembly to continue to pay attention and create favorable conditions for Vietnamese citizens to live, work and study stably in Bulgaria, contributing to promoting the role of a bridge between the two countries.

The two sides also discussed regional and international issues of mutual concern. The Prime Minister asked Bulgaria to support the stance and viewpoint of ASEAN and Vietnam on the East Sea issue, including ensuring safety and freedom of navigation and aviation; and peacefully resolving disputes in accordance with international law, especially the 1982 UNCLOS. The Prime Minister affirmed that Vietnam is ready to be a gateway and bridge for Bulgaria to cooperate more deeply with ASEAN.
On this occasion, Prime Minister Pham Minh Chinh respectfully requested the Chairman of the Bulgarian National Assembly to convey to Bulgarian Prime Minister Nikolay Denkov his invitation to visit Vietnam; thanked the Bulgarian Prime Minister for inviting Prime Minister Pham Minh Chinh to visit Bulgaria; and welcomed the Bulgarian President's plan to visit Vietnam./.
