Prime Minister receives Mr. Rajesh Kumar Singh, Chairman of National Industrial Corridor Development Corporation (NICDC)

The Prime Minister received Mr. Rajesh Kumar Singh, Chairman of the National Industrial Corridor Development Corporation (NICDC) – a unit under the Ministry of Industry and Commerce of India. At the meeting, the Chairman of NICDC introduced industrial corridors and their role in the socio-economic development, industrialization and modernization of India.

This is India's pioneering initiative to develop new industrial cities, smart cities, integrating next-generation technology, especially the semiconductor industry, revolutionizing manufacturing and industry to consolidate India's position in the global value chain, making the country a global manufacturing hub, a manufacturing powerhouse. India aims to develop a $1 trillion digital economy by 2026; Dholera in Gujarat is India's first semiconductor city...

Prime Minister Pham Minh Chinh, leaders of ministries, sectors and leaders of NICDC discussed notable experiences and policies, especially the planning of development space for sectors, fields and regions to promote the distinct potential, outstanding opportunities and competitive advantages of each region and locality; investment in infrastructure development, reducing logistics costs; investment procedures, digital transformation; resource mobilization mechanisms, prioritizing a number of sectors such as semiconductors, clean energy, linking economic development with social development and environmental protection, etc.

The Prime Minister highly appreciated the operational model, scale, vision and role of NICDC in the economic and social development, modernization and industrialization of India in recent times, especially in developing strategic infrastructure, creating new development space and new values.

Considering this a good model with many experiences that Vietnam can study and refer to, Prime Minister Pham Minh Chinh suggested that Vietnamese ministries, agencies and localities closely coordinate with the Indian Ministry of Industry and Trade and NICDC to establish a working group to cooperate, study and exchange experiences in the coming time.

Next, Prime Minister Pham Minh Chinh received Mr. Arun Kumar Singh, Chairman of ONGC Videsh Ltd. - a subsidiary of ONGC, India's largest crude oil and natural gas company. ONGC Videsh owns rights to 35 oil and gas blocks in 15 countries and produces about 30.3% of oil and 23.7% of oil and natural gas in India's domestic production. In terms of reserves and output, ONGC Videsh is India's second largest oil and gas company, after its parent company ONGC.

ONGC Videsh leaders highly appreciated the opportunity to cooperate with Vietnam on the basis of the good comprehensive strategic partnership between the two countries as well as Vietnam's great potential in the natural gas sector; discussed ONGC Videsh's investment projects in Vietnam and future cooperation plans and projects.

The Prime Minister emphasized that oil and gas exploration, exploitation and processing are important fields for Vietnam, and energy cooperation is also very important in the relationship between the two countries; highly appreciated the cooperation and investment activities of the group in Vietnam; and welcomed the development plans and expansion of cooperation and investment in the coming time.

Prime Minister Pham Minh Chinh suggested that ONGC Videsh continue to promote investment and cooperation with a number of potential and capable partners in Vietnam, especially the Vietnam National Oil and Gas Group (Petrovietnam), to review and continue to do well existing projects, deploy new projects in oil and gas exploration, exploitation and processing to ensure high efficiency, both in the short and long term; and at the same time promote cooperation in other energy fields.

The Prime Minister requested the group to continue to discuss and work with relevant ministries, branches, localities and partners to remove difficulties and obstacles. If it is beyond its authority, it should report to competent authorities for consideration and decision.

Prime Minister Pham Minh Chinh received Mr. Shikhar Malhotra, Director of HCL Group

On the same afternoon, Prime Minister Pham Minh Chinh received Mr. Shikhar Malhotra, Director of HCL Group. HCL was established in 1976, operating in the field of information technology; has offices in more than 60 countries and nearly 220,000 employees. HCL's services are widely used in industries such as finance, manufacturing, telecommunications, retail, oil and gas, aerospace - defense, automobile, chemicals and processing, high technology, health care, transportation and logistics, etc.

HCL invested about 20 million USD to establish representative offices in Hanoi in 2020 and in Ho Chi Minh City in 2021. Revenue in Vietnam last fiscal year reached 16.5 million USD, creating about more than 1,000 jobs.

Prime Minister Pham Minh Chinh highly appreciated HCL's activities in technology development and innovation in India and other countries where the group has branches, including Vietnam.

Prime Minister Pham Minh Chinh welcomed and suggested that the group promote cooperation activities, support in research and development of high-tech products and services, development of information technology infrastructure, technology transfer, human resource training, and placing orders with Vietnamese partners, including the Military Industry and Telecommunications Group (Viettel) with appropriate priorities, affordable and competitive prices, thereby participating in global supply chains, exploiting the Vietnamese market as well as markets from free trade agreements that Vietnam participates in; at the same time, promoting cooperation in emerging fields such as cloud computing, artificial intelligence, cyber security, etc.

HCL leaders highly appreciated the potential for developing the information technology sector in Vietnam, especially high-quality human resources, saying that the two countries have many similarities in this field; said that the group considers Vietnam a strategic investment destination and is committed to promoting cooperation with Vietnamese partners in the fields mentioned by the Prime Minister.
