(QNO) - On December 28, the Ministry of Transport held a national online conference to review the work in 2023 and deploy the 2024 plan of the transport sector. Prime Minister Pham Minh Chinh attended and delivered a speech at the conference. Director of the Department of Transport Van Anh Tuan - Deputy Head of the Provincial Traffic Safety Committee chaired at the Quang Nam bridge.

Issued more than 14,000 directive documents
Speaking at the opening of the conference, Minister of Transport Nguyen Van Thang said that in 2023, the Ministry's leaders have resolutely led, directed comprehensively, and thoroughly communicated to all agencies, units, cadres, party members, civil servants, public employees, and workers of the transport sector to promote the spirit of working with the highest determination, not shirking or avoiding responsibility with the motto: "Solidarity, discipline, flexibility, innovation, timeliness and efficiency". The Ministry of Transport has issued 12 directives, 54 official dispatches, more than 400 concluding notices, and more than 14,000 documents directing and operating the comprehensive implementation of tasks and plans.

The work of building e-Government, digital transformation; and institution building are given importance. The Ministry of Transport has submitted and had the Prime Minister approve 5/5 national sector plans. Focusing on implementing the development of 2 very important projects on the orientation of mobilizing social capital to invest in airport infrastructure and the policy of investing in high-speed railways on the North-South axis. Management of transport activities; ensuring traffic order and safety; management and maintenance of transport infrastructure; flood and storm prevention and control... have achieved important results.
According to the report of the Ministry of Transport, in 2023, the Ministry of Transport started 26 projects. There were 20 completed projects; of which 9 were expressway component projects with a length of 475km, bringing the total number of expressways put into operation nationwide to 1,892km.

In 2023, the capital allocated by the Prime Minister greatly exceeded the construction plan of the Ministry of Transport, the largest ever at about VND 94,161 billion. By the end of December 2023, the estimated disbursement of the Ministry of Transport reached about 90% of the plan; it is expected that by the end of the planning year, the disbursement will reach more than 95%.
The Transport Inspectorate has conducted 72,142 inspections and checks. The Ministry of Transport has directed surprise inspections and checks in a number of areas of public concern. These include nationwide, thematic inspections and checks on training, testing, and licensing of road motor vehicle drivers, on transport business activities, and on inland waterway vehicle registration. Regarding training, testing, and licensing of drivers, the Ministry of Transport has transferred information on 6 training facilities and 1 unit with signs of violations to the police for consideration and handling according to their authority.
Need to absorb and overcome limitations
On behalf of the Government, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the results achieved by the transport sector in 2023. Notably, in early 2023, the Ministry of Transport organized an online groundbreaking ceremony for 12 component projects of the North-South Expressway Phase 2; at the end of the year, 4 projects related to airports, highways and bridges were inaugurated online.

Although many expressway projects were completed and put into operation early, the rest stops have not been invested in synchronously, causing inconvenience to the people. Attracting social capital to invest in developing transport infrastructure is still limited and has not met expectations.

Prime Minister Pham Minh Chinh requested the Ministry of Transport not to be negligent and subjective but to always strive to overcome existing problems. In 2024, the Ministry of Transport needs to seriously absorb, focus on leading and directing the implementation of assigned tasks. Take innovation and apply science and technology in survey, design, construction, supervision, warranty and maintenance to ensure project quality, reduce costs, and combat negativity. The industry needs to grasp the situation and promptly handle problems that arise.
The Prime Minister requested the Ministry of Transport to continue to improve and build institutions. Maintain discipline, decentralization and allocation of resources for implementation; but pay attention to closely monitoring the decentralization and delegation of powers.
