As both the head of our Party and a political theorist, the General Secretary, with his scientific and highly convincing arguments in his article, showed that the leadership of the Communist Party is the decisive factor in the success of the renovation process and ensures the country's development in the right socialist direction.
The article has identified regular and continuous tasks that each party organization, party member and the entire population need to perform better; in which, it is necessary to make good use of some lessons learned on innovation in leadership methods and working styles and procedures drawn from the 13th Central Committee's mid-term conference, especially the implementation of the principle of democratic centralism. The General Secretary emphasized the need to be steadfast, consistent, and uphold the principle of democratic centralism in the face of new difficulties and challenges. For major, difficult, complicated, important, urgent, sensitive, unprecedented issues with many different opinions, it is necessary to bring them up for discussion in a democratic and frank manner; consider them carefully and thoroughly to make timely, correct and appropriate decisions.
In fact, in recent times, in some party organizations, especially party cells, there have been cadres and party members who have committed mistakes and violations, showing that the implementation of the principle of democratic centralism still has limitations and weaknesses that have not been overcome. That is, some party members, including party members who are committee members, still do not fully and deeply understand the requirements and content of the principle of democratic centralism and the implementation of this principle, so the leadership and direction are not effective, the functions and tasks of each individual have not been accurately and fully determined, leading to the phenomenon of excuses, doing things for others, and overlapping.
The improvement of the quality of implementing the principle of democratic centralism has not been regular, and has not been closely linked to the implementation of resolutions of the Party cell and the political tasks of agencies, units and localities. The quality of Party cell activities still has limitations, the content of activities is not rich, the organization of thematic activities is not much, and the quality is not high. The promotion of the role of the Party Committee as well as the individual responsibility of some Party Committee members is still inadequate; the assignment of individual responsibilities in some Party Committees is not really clear and specific,... These limitations and weaknesses are due to the fact that the leadership, direction, guidance and inspection of the implementation of the principle of democratic centralism have not been timely and drastic, and the sense of responsibility and capacity of some Party Committee members are still weak.
In order to effectively implement the principle of democratic centralism, first of all, Party committees and organizations need to focus on raising awareness so that each cadre and Party member is imbued with it, so that this important principle must be implemented in accordance with the Party Charter and in a synchronous relationship with the principles of self-criticism and criticism, solidarity and unity within the Party. It is necessary to continue to perfect, concretize and institutionalize this principle in each aspect of Party building work. Expanding democracy while consolidating and strengthening discipline within the Party, ensuring the implementation of Party members' rights (speaking and acting in accordance with Party resolutions).
Along with that, regularly strengthen inspection and supervision of the implementation of the principle of democratic centralism, especially for leaders, promptly and strictly handle and publicize the results of handling violations of party organizations and party members. Promote and enhance the role of leaders and key cadres in applying the principle of democratic centralism, along with maintaining and proactively and actively preventing deviations from this principle. Clarify the personal responsibilities of leaders and key cadres in implementing the responsibility of setting an example, especially implementing the principles of democratic centralism, collective leadership, individual responsibility, self-criticism and criticism. Encourage and protect those who have creative thinking, dare to do, dare to break through, dare to take responsibility, and always strive to act for the common good.
