The Provincial People's Committee has just issued Directive No. 25/CT-UBND, dated December 27, 2023, on strictly implementing the regulation on apologizing in writing for overdue administrative procedure (TTHC) records in the province.
Accordingly, heads of departments, branches and sectors; Chairmen of People's Committees of districts, towns and cities shall strengthen direction, inspection and supervision of the settlement of administrative procedures, ensuring that administrative procedures are carried out in accordance with the prescribed procedures and time; and not allowing the situation of overdue settlement without justifiable reasons.

Check and clarify acts of harassment and difficulties in handling administrative procedures to promptly rectify and handle the responsibilities of relevant individuals and organizations; absolutely do not allow slow handling, harassment, negativity, or additional procedures and paperwork to occur during the process of receiving and handling administrative procedures. Regularly monitor, urge, and inspect the handling of administrative procedures by affiliated/affiliated agencies and units, especially the team of cadres, civil servants, and public employees handling administrative procedures according to regulations.
Strengthening discipline and administrative discipline; improving service quality and satisfaction level in handling administrative procedures; periodically publicizing on the Portal/Website of agencies and units the results of the assessment of the Index for directing, operating and assessing the quality of service for people and businesses in implementing administrative procedures and public services and the list of cadres, civil servants, public employees, agencies and units that have caused delays according to the provisions of Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister .
Strictly implement the "written apology for overdue administrative procedure records due to errors in the process of receiving and handling administrative procedures". Seriously handle the reflections and recommendations of individuals and organizations on administrative procedure regulations; overcome the overdue situation in handling administrative procedures; strictly implement the reporting and explanation of the head, apologize to the people and businesses and promptly handle cases of delay in handling administrative procedure records of agencies and units.
The head of an agency or unit must be responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee and the law when there is a situation where cadres, civil servants and public employees under their management commit violations, causing harassment and inconvenience in handling administrative procedures. For cases of repeated violations, organized violations, and serious violations that lead to delays in performing assigned tasks, especially the performance of tasks that are of interest to society and directly related to the rights and legitimate interests of people, organizations and businesses, they must be strictly handled according to regulations...
