No certificate of merit due to incomplete application
Recently, on Facebook, information appeared that a 6th grade student, despite having excellent academic results in the 2022-2023 school year, was not recognized or awarded a certificate of merit by the school because he was not studying at the right age.
According to Thanh Nien reporter's investigation, the student mentioned in the above incident is TBL, a 6th grade student at Hai Ha Secondary School (Hai Ha commune, Nghi Son town, Thanh Hoa ).
Hai Ha Secondary School did not commend or award a certificate of merit to a 6th grade student because he had not completed the "early learning" profile.
On May 25, speaking with reporters, Ms. Vu Thi Thanh Van, Head of the Department of Education and Training of Nghi Son Town, said that she had received information reflected on social networks, and had specifically verified the incident.
Ms. Van said: "My child (TBL - PV) is indeed 1 year younger. Because my mother is a primary school teacher, she tutored me from a young age. Because of tutoring, my child studied well and sent me to school early. I studied very well. At first, my mother was the one who recruited and taught me when I was first grade. When I entered first grade, the school did not carefully review my records to know that I was an early learner. But when I studied in all primary school classes, I was an excellent student and completed the primary school program normally."
Ms. Van added: "When I was in 6th grade, I discovered that I was studying early. Currently, the school (Hai Ha Secondary School - PV) is preparing documents according to the Secondary School Charter for students studying early. According to the charter, students are allowed to study early. However, according to regulations, the school must establish a council to evaluate the student's ability, and if the student is healthy enough and capable of studying early, then issue a decision to enroll students in early learning."
Despite such regulations, up to now, when the school year has ended, Hai Ha Secondary School has not completed the "early schooling" records for TBL. The reason given by Ms. Vu Thi Thanh Van and the principal of Hai Ha Secondary School is that the parents want to redo the birth certificate, adjust the year of birth to the correct age, so the school waited and did not complete the "early schooling" records.
"The middle school has done an assessment of the child's ability but has not made a decision, and has accepted the child to study for a year now. However, the child's mother wants to make a birth certificate for the child at the right age, because she is afraid that moving up to another level will have to evaluate the child's ability, which will disturb the child's studies. But re-making the birth certificate is not allowed. Therefore, the school temporarily does not announce the child's academic results, does not announce the reward for the child. After posting the information on social media, I called the child's mother, and then the post was removed. That information is incorrect... Actually, the school has not announced anything, only the assessment in class, the classification, the child has not been officially informed of the results yet," Ms. Van added.
Ms. Van also confirmed that by May 25, Hai Ha Secondary School had not yet concluded the school year, because according to the schedule of the Department of Education and Training of Nghi Son Town, the summary schedule for schools in the area is from May 27 to 30.
The school provided false information.
To clarify the above information, on May 25, Thanh Nien reporter spoke with Mr. Tran Nam Thanh, Principal of Hai Ha Secondary School. Mr. Thanh also confirmed that he has not yet issued a certificate of merit for the school year results to TBL, because the school year summary date has not yet come.
"The content posted on Facebook is not fully understood, the records, documents and information are incorrect. The school has no reason to discriminate or treat anyone. I have also reported the incident in detail to the department head, the next day the school still issued the certificate of merit as usual," said Mr. Thanh.
Mr. Thanh also said that the certificates of merit for students in the 2022-2023 school year will not be printed until May 25, so they will not be given to students yet, but will be issued at the end of the school year.
TBL's academic achievements from grade 1 until now have always been excellent.
However, on May 26, a leader of the People's Committee of Hai Ha commune confirmed that Hai Ha Secondary School held the closing ceremony for the 2022-2023 school year on May 24. The closing ceremony was held for the whole school, in the school yard, and certificates of merit were awarded to students who met the criteria for excellent students and excellent students.
Based on information from the leader of Hai Ha Commune People's Committee, on the afternoon of May 26, the reporter contacted Mr. Tran Nam Thanh again and Mr. Thanh admitted to providing false information to the reporter.
"On the 24th (May 24 - PV) the closing ceremony was just a draft and practice. It was just a summary of the school year for the students, not yet a closing ceremony for the teachers, it will be done on May 27," Mr. Thanh explained.
Mr. Thanh also admitted that although he had closed the school year for students, and organized a ceremony to commend and award certificates to students on May 24, in the case of TBL, he had not yet issued a certificate of merit even though he met the standards of an excellent student.
"The school is working on it and is missing the birth certificate, so the school is just keeping the award for you (TBL). The school has two closing ceremonies, one is to summarize in advance for the students, the other is not yet because we are still reviewing for the 9th graders. On May 24, the whole school organized a ceremony, gathered all the students in the school yard, and the certificates were also presented in the school auditorium," said Mr. Thanh.
Thus, previously, when talking to reporters, both Ms. Vu Thi Thanh Van, Head of the Department of Education and Training of Nghi Son Town and Mr. Tran Nam Thanh, Principal of Hai Ha Secondary School, affirmed that they had not organized a commendation ceremony or awarded certificates of merit to students, which was not true. In fact, on May 24, Hai Ha Secondary School organized a commendation ceremony and awarded certificates of merit to students, but TBL was not commended or awarded a certificate of merit because of problems in completing the "early learning" profile.
