Law enforcement in fire prevention and fighting

In recent times, Quang Ninh has closely followed the direction of the Central Government, policies and laws of the State, synchronously deployed fire prevention, fire fighting and rescue work (PCCC&CNCH) with the goal of minimizing damage to people and property.

Implementing Plan No. 76/KH-CAT-TM dated March 11, 2025 of the Provincial Police, the Fire Prevention and Rescue Police force and the commune-level police have reviewed all legal documents related to fire prevention and fighting to promptly propose to abolish, amend, or issue new regulations that are overlapping, unclear, and unfeasible, especially regulations on fire prevention and fighting safety at facilities and residential areas in the province.

On that basis, since the beginning of the year, all levels in the province have issued a plan to implement the Law on Fire Prevention and Fighting and Rescue, along with 224 documents with specialized instructions on this work. The commune level issued 1,260 documents. Immediately after abolishing the district-level police and applying the 2-level local government model, the Provincial People's Committee directed departments and branches to review and complete the coordination regulations on fire prevention and fighting, and at the same time proposed to amend Resolution No. 32/2021/NQ-HDND to include facilities built before 2001 in the list of facilities subject to fire prevention and fighting approval, expected to be submitted to the Provincial People's Council at the end of 2025.

Propaganda and education on fire prevention and fighting and rescue laws have been promoted. From mid-2024 to mid-2025, the whole province posted 592 news, articles, and reports; 243 articles on social networks; produced 2 animated films and 4 clips on YouTube. The Fire Prevention and Fighting and Rescue Police Force organized 460 propaganda sessions for 109,896 people, 221 training courses for 18,678 officers and soldiers, and organized 3 firefighting practice programs for more than 33,000 people, students and pupils. The province also mobilized the construction of 110 models of "Volunteer Fire Fighting and Rescue Teams" at facilities and residential areas.

The provincial police regularly consolidate and supplement lesson plans, organize training for officers and soldiers in firefighting and rescue tactics. From July 1, 2024 to April 30, 2025, this force has developed 139 firefighting plans and 157 rescue plans; practiced 599 firefighting plans and 372 rescue plans in accordance with Directive No. 03/CT-UBND dated April 13, 2025 of the Provincial People's Committee on strengthening forest management, protection and fire prevention and control.

An important step forward is the Provincial People's Committee's issuance of Plan No. 75/KH-UBND dated March 10, 2025 to implement the Law on Fire Prevention and Fighting and Rescue, effective from July 1, 2025. This plan clearly identifies key tasks and solutions for implementation, while also requiring raising awareness of authorities at all levels, agencies, organizations and people about fire prevention and fighting responsibilities, aiming to minimize the risk of fire and explosion.

Fire safety and rescue inspections were organized on a special, ad hoc and periodic basis with 2,063 special facilities and means of transport. Through the inspection, the authorities discovered and pointed out many shortcomings, requiring timely remedies, thereby minimizing the risk of fire and explosion. Fire and explosion incidents were investigated, causes were clarified, and lessons were drawn.

From July 1, 2024 to April 30, 2025, the Provincial Police coordinated with the inspection to detect and handle 1,566 violations of fire prevention and fighting with a total fine of VND 1.6486 billion; prosecuted 2 cases/2 defendants for "Violating fire prevention and fighting regulations" and 1 case/1 defendant for "Illegal production, storage, transportation, use or trading of flammable and toxic substances". The 114 Command Information Center maintained receiving reports of fires, explosions, and accidents, ensuring timely mobilization of 174 vehicles, 1,079 firefighting and rescue officers and 117 vehicles, 641 officers to protect event safety.

Thanks to rapid deployment, close supervision and synchronous coordination, Quang Ninh has built a solid foundation for fire prevention and fighting and search and rescue, contributing to keeping peace for people and businesses, and setting an example for other localities across the country.
