The vote on November 15 (local time) in the Senate with the result of 87-11 marked the end of the third financial deadlock this year in the US Congress, according to Reuters . Mr. Biden is likely to sign the bill into law.
"No drama, no delay, no government shutdown," Senate Majority Leader Chuck Schumer, a Democrat, said before the vote.
With the bill, US lawmakers have given themselves more than two months before the next deadline on January 19, 2024, just days after the Iowa caucuses signal the start of the 2024 presidential campaign season.
The new budget bill passed by the Senate was introduced by House Speaker Mike Johnson, a Republican. Reuters considers this bill a rarity in current US politics because it receives strong support from both parties.
Democrats were pleased that the bill kept the spending levels agreed to in a May deal between former House Speaker Kevin McCarthy and Mr Biden, while not including provisions that would require them to make concessions on hot-button issues such as abortion rights.
Republicans say they want to avoid the risk of a federal government shutdown, which could disrupt everything from scientific research to financial regulation.
Mr Johnson's compromise angered hard-line Republicans, who vowed to continue tightening federal spending at the next deadline.
Once signed into law, the bill would provide funding for military construction, veterans benefits, transportation, housing, urban development, agriculture, the Food and Drug Administration (FDA), energy and water programs through January 19, 2024.
Funding for all other federal government operations, including defense, expires on February 2, 2024.
The dispute over funding to keep the government running has prevented lawmakers from pursuing other proposals, including Mr. Biden’s proposal to provide $106 billion in aid to Israel, Ukraine and US border security.
