This afternoon, June 25th, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Quang Tri Province, Nguyen Dang Quang, chaired a working session between the Standing Committee of the Provincial People's Council and the Provincial Tax Department. Attending the meeting were the Standing Vice Chairman of the Provincial People's Council, Nguyen Chien Thang; the Head of the Provincial Party Committee's Inspection Committee and Head of the Culture and Social Affairs Committee of the Provincial People's Council, Ho Thi Thu Hang; the Head of the Provincial Party Committee's Internal Affairs Committee and Head of the Ethnic Affairs Committee of the Provincial People's Council, Ly Kieu Van; and the Vice Chairman of the Provincial People's Council, Nguyen Tran Huy.

Total domestic revenue in the first six months of the year is estimated at 1,612 billion VND.
According to the report from the Provincial Tax Department, the unit was assigned a state budget revenue target of VND 2,946 billion by the Ministry of Finance , and VND 2,951 billion by the Provincial People's Council. Total domestic revenue in the province for the first six months of 2024 is estimated at VND 1,612 billion. Domestic revenue excluding land use fees and lottery revenue for the first six months is estimated at VND 1,241.5 billion.
In the first six months of the year, the Provincial Tax Department issued new tax identification numbers to 2,000 newly established taxpayers. This included 201 businesses; 1,791 individual households; and 8 other organizations and public service units. As of June 15th, the Provincial Tax Department managed the tax affairs of 6,917 businesses. Of these, 3,785 were active; 2,756 had absconded, dissolved, or gone bankrupt; and 376 had temporarily suspended operations.
From the beginning of the year until now, 26,046 taxpayers have submitted tax returns. For late tax returns, the unit has imposed administrative penalties in 183 cases, totaling 372 million VND. The Provincial Tax Department has completed inspections and issued decisions on handling cases at 10 units, resulting in tax arrears and penalties of 2.1 billion VND; and completed audits at 145 units, resulting in tax arrears and penalties of 6.3 billion VND.
According to a representative from the Provincial Tax Department, the total amount of outstanding tax debt in the province as of June 30th was estimated at 188.867 billion VND. The Provincial Tax Department has issued 778 enforcement decisions, collecting 68.862 billion VND in enforced tax collection and 26.513 billion VND in outstanding debt. Based on an assessment of the state budget revenue collection results for the first six months of the year and the impacts of policies, the Provincial Tax Department projects that domestic revenue in the province in 2024 will reach an estimated 2.961 billion VND; domestic revenue excluding land use fees and lottery revenue will reach an estimated 2.216 billion VND.
Focus on collecting import taxes on coal from Laos.
During the meeting, the Provincial Tax Department highlighted difficulties and obstacles encountered in the implementation of its tasks. In the process of developing the 2024 state budget revenue forecast, the Tax Department coordinated with relevant departments and agencies to review the projected revenue from land use fees in the province, including projects such as: the residential area in Ward 1, Dong Ha City; the T&T Group's tourism and resort area; the Cua Tung brackish water shrimp farming project; Sgo Resort Cua Tung; and the Quang Tri Industrial Park. Currently, only the Quang Tri Industrial Park project has received a notice of deduction totaling VND 47.966 billion; the remaining projects have not yet been implemented. Furthermore, the Provincial Tax Department also faces difficulties in resolving cases eligible for land lease and land use fee exemptions for socialized projects; managing taxes on e-commerce activities; and handling tax declarations and payments by businesses importing coal from Laos.
Given the above difficulties, the Provincial Tax Department recommends that the Provincial People's Council direct relevant departments and agencies to expedite the implementation of procedures for land use fee and land lease fee collection projects expected to arise in 2024. It also recommends that the Provincial People's Committee provide guidance on the retroactive collection of land lease fees for socialized projects; direct relevant departments, agencies, and district People's Committees to actively cooperate with the tax authorities in the implementation of electronic invoices and tax management for e-commerce and private transportation businesses; and direct relevant departments and agencies to urge and encourage businesses importing coal from Laos to declare taxes through units registered with the Provincial Tax Department in the third quarter of 2024.
In his concluding remarks, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, requested the Provincial People's Council to create all favorable conditions, and the Provincial People's Committee to direct relevant departments, agencies, and units to actively coordinate with the Provincial Tax Department to effectively carry out the task of tax management and state budget revenue collection in the province. This includes strengthening the implementation of electronic invoices; focusing on managing and collecting taxes from businesses importing coal from Laos, and units and individual households engaged in tourism services. Following this meeting, the Provincial Tax Department needs to research and review its proposals and recommendations to the Provincial People's Council with more specific and detailed solutions aimed at exceeding the assigned state budget revenue target. Based on this, the Provincial People's Council will have policies and resolutions appropriate to the actual situation.
