This afternoon, June 25, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri province Nguyen Dang Quang chaired a working session between the Standing Committee of the Provincial People's Council and the Provincial Tax Department. Total domestic revenue in the first 6 months of the year is estimated at 1,612 billion VND.
According to the report of the Provincial Tax Department, the unit was assigned by the Ministry of Finance to estimate the state budget revenue in 2024 at VND 2,946 billion, and the Provincial People's Council assigned VND 2,951 billion. The total domestic revenue in the province accumulated in the first 6 months of 2024 is estimated at VND 1,612 billion. The domestic revenue excluding land use fees and lottery accumulated in the first 6 months of the year is estimated at VND 1,241.5 billion.
In the first 6 months of the year, the Provincial Tax Department has issued new tax codes to 2,000 newly established taxpayers. Of these, there are 201 enterprises; 1,791 individual households; 8 other organizations and public service units. As of June 15, the Provincial Tax Department manages taxes for 6,917 enterprises. Of these, 3,785 enterprises are operating; 2,756 enterprises have absconded, dissolved or gone bankrupt; and 376 enterprises have temporarily suspended.
Since the beginning of the year, 26,046 taxpayers have submitted tax declarations. For late tax declarations, the unit has imposed administrative penalties according to regulations on 183 cases with a total amount of VND 372 million. The Provincial Tax Department has completed inspections and issued decisions to handle 10 units with additional tax collection and fines of VND 2.1 billion; completed inspections at 145 units with additional tax collection and fines of VND 6.3 billion.
The representative of the provincial Tax Department said that the total tax debt in the province as of June 30 is estimated at 188,867 billion VND. The provincial Tax Department has issued 778 enforcement decisions with the amount of enforced tax of 68,862 billion VND, collecting 26,513 billion VND. Based on the assessment of the state budget collection results in the first 6 months of the year and the impacts of the policy, the provincial Tax Department estimates that domestic revenue in the area in 2024 is estimated at 2,961 billion VND; domestic revenue excluding land use fees and lottery is estimated at 2,216 billion VND.
Focus on collecting coal import tax from Laos
At the meeting, the Provincial Tax Department raised difficulties and obstacles in the implementation of tasks. In the process of building the 2024 State budget revenue estimate, the Tax Department coordinated with relevant departments and branches to review the expected land use fee revenue sources in the area, including the following projects: Residential area of Ward 1, Dong Ha City; T&T Group's tourism and resort area; Cua Tung brackish shrimp farming project; Sgo resort Cua Tung; Quang Tri Industrial Park. Currently, only the Quang Tri Industrial Park project has a deduction notice with the amount of 47,966 billion VND, the remaining projects have not been implemented. In addition, the Provincial Tax Department also faces difficulties in resolving cases of preferential exemption from land rent and land use fees for socialized projects; tax management of e-commerce activities; tax declaration and payment activities of coal businesses imported from Laos.
From the above difficulties, the Provincial Tax Department recommends that the Provincial People's Council direct relevant departments, branches and sectors to speed up the implementation of procedures for projects collecting land use fees and land rents expected to arise in 2024. It recommends that the Provincial People's Committee give instructions on collecting land rents for socialized projects; direct departments, branches and sectors, and district People's Committees to actively coordinate with tax authorities in implementing the use of electronic invoices and tax management for e-commerce and private transport businesses; direct relevant departments and sectors to urge and mobilize businesses importing coal from Laos to declare taxes through units registered for tax at the Provincial Tax Department in the third quarter of 2024.
In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Provincial People's Council to create all conditions, and the Provincial People's Committee to direct relevant departments, branches, sectors and units to actively coordinate with the Provincial Tax Department to effectively perform the tasks of tax management and state budget collection in the province. In particular, strengthening the use of electronic invoices; focusing on managing and collecting taxes from businesses importing coal from Laos, units and individuals doing tourism business. After this working session, the Provincial Tax Department needs to study and review to propose and recommend to the Provincial People's Council more specific and detailed solutions with the goal of collecting state budget exceeding the assigned target. On that basis, the People's Council will have policies and resolutions suitable to the actual situation.
