The implementation of online registration for ordinary passport issuance level 4 at the National Public Service Portal at https://dichvucong.gov.vn or the Ministry of Public Security's Public Service Portal at https://dichvucong.bocongan.gov.vn is applied to Vietnamese citizens in the country with electronic chip-embedded citizen identification cards, subscribers registered with 12-digit citizen identification cards, and able to pay fees online through the Government's electronic payment system. In case of using a 9-digit ID card number for registration, you must contact the network operator to update the information.

At the Ministry of Public Security's Public Service Portal, people register for an account, after having an account to log in, fill in all the information to request a passport according to the passport application form (form X01), email address, upload portrait photo, choose the form of receiving passport, address to receive passport. After the application is accepted, people must pay the fee online via the link sent by the Ministry of Public Security's Public Service Portal via text message or email. The return of results according to the request of citizens who registered before, people can receive directly at the immigration management agency or have it delivered to the registered address.

Passports are issued within 8 working days if the procedures are done at the Immigration Department, and 5 working days if the passport is done at the Immigration Department of the Ministry of Public Security. It may take people 5-10 minutes to complete the declaration procedures. The application process can be completed at home or anywhere without having to go to the immigration office to submit the application.

With the convenience of online passport registration service, people are satisfied when applying for a passport through the Online Public Service Portal, contributing to minimizing administrative procedures, saving effort, time and travel costs.

Through the application of level 4 online public services for registering for ordinary passports, with transparency in administrative procedures and processes, people can follow each step of the application process more conveniently. Coming to the Immigration Department to apply for a passport directly, after being instructed by the staff on how to apply for an ordinary passport online, Ms. Tran Thi Thanh Ngan, residing in An Binh Ward, Rach Gia City (Kien Giang) successfully applied for a passport at home.

Ms. Tran Thi Thanh Ngan said: “Doing it online through the public service portal is much faster and more convenient than the previous method of directly contacting the immigration management agency. The steps are simple, I registered an account on the Ministry of Public Security's Public Service Portal, then followed the required steps.”
