♦ Sir, Resolution 68 is a historic milestone, not only affirming the role but also introducing many groundbreaking new points, removing many barriers for the private sector to rise and become the most important driving force of the economy . How do you assess the breakthroughs in this resolution?
One of the most important aspects of Resolution 68 is its expression of a new spirit and a breakthrough in thinking about the role and importance of the private sector. This resolution demonstrates a shift in thinking and perspective, offering specific and practical solutions for ministries, sectors, and localities to implement. Businesses and entrepreneurs are reassured by the resolution's emphasis on clearly distinguishing criminal from administrative and civil responsibilities, and between legal entities and individuals in handling violations. It also proposes solutions such as a three-year tax exemption for newly established businesses and allowing private enterprises to participate in the security and defense industries for the first time. This is a good policy and will encourage 5 million business households to develop into enterprises.
Many businesses in the province highly appreciate this resolution because it is the first time the Politburo has affirmed the most important role and the main driving force for the development of the private economy. The resolution clearly states the target for growth in the number of businesses, while also setting goals for green growth. A crucial point is that Resolution 68 provides private businesses with a new space for development. This resolution has outlined very specific and detailed policies. Based on this, the State, or more specifically the Government and the National Assembly, will create institutions, mechanisms, policies, and solutions to promote and build the private economy into the most important driving force for economic development.
♦ Could you tell us what bottlenecks and shortcomings Resolution 68 will address for private enterprises in general and private enterprises in the province in particular?
Resolution 68 not only removes immediate difficulties for businesses but also lays the foundation for long-term development, promotes digital transformation, innovation, and enhances the competitiveness of businesses, especially small and medium-sized enterprises.
It can be said that Resolution 68 addresses all the long-standing shortcomings and obstacles of the private sector. This is because the resolution affirms that "the private sector is equal to all other economic sectors." More specifically, private enterprises are equal to state-owned enterprises and foreign-invested enterprises (FDI), as reflected in all the viewpoints, objectives, and solutions concerning the private sector. For example, the guiding principle is to thoroughly eliminate preconceived notions, ideas, and attitudes about Vietnam's private sector; to correctly assess the important role of the private sector in national development; to nurture and encourage the entrepreneurial spirit and innovation of the people and businesses; to respect businesses and entrepreneurs; and to ensure that the private sector competes equally with other economic sectors.
Resolution 68 has granted private enterprises the right to access land, resources, and very specific solutions, and has helped build capital for private enterprises, an issue that businesses have been very concerned about recently. The resolution also emphasizes respect for "property rights and freedom of business" through very specific regulations. This will create great confidence for the private business sector, laying the groundwork for economic development. Resolution 68 specifically mentions ensuring and effectively protecting ownership rights, freedom of business, property rights, equal competition rights, and ensuring the enforcement of contracts for private enterprises. Ensuring ownership rights and the right to self-determination over assets is crucial, creating confidence and enthusiasm for businesses to contribute, thereby encouraging private enterprises and entrepreneurs to dedicate their minds, intellect, strength, and resources to doing business.

♦ To implement Resolution 68 in a substantive and effective manner, what solutions do you think the State needs to implement in the coming period?
Resolution 68 addressed the responsibility of the public service team, requiring them to facilitate the handling of administrative procedures; clearly assigning responsibilities and authority between different levels and sectors of each agency and unit; and clearly defining the responsibility of the head of each agency in handling administrative procedures. It also called for strict handling of corruption, personal gain, and harassment by officials and civil servants. Furthermore, it established a mechanism for exemption from liability for cases where all relevant procedures and regulations were followed without self-interest, but losses occurred due to objective risks. This is extremely important because currently, there is a phenomenon where officials and civil servants are hesitant to act for fear of making mistakes. Therefore, the viewpoints and solutions outlined in Resolution 68 ensure that the public service team can perform their duties in the best possible way.
Since the Party has put forward a policy, the National Assembly and the Government need to impose very strict sanctions to compel civil servants and those in positions of responsibility to strictly and correctly implement it; there must be a mechanism for handling cases where civil servants fail to perform their duties.
The business community earnestly hopes that the National Assembly and the Government, as well as all levels and sectors, will quickly implement and bring Resolution 68 into practice to further motivate, inspire, and energize the business community.
