Regarding this issue, Dak Lak Newspaper reporter had an interview with the Chairman of the Provincial Business Association.

♦ Sir, Resolution 68 is a historical milestone, not only affirming its role but also having many new breakthroughs, removing many barriers for the private economy to rise up to become the most important driving force of the economy. How do you evaluate the breakthroughs in this resolution?

One of the most important points of Resolution 68 is to demonstrate a new spirit, a breakthrough thinking about the role and importance of private enterprises. This Resolution demonstrates innovation in thinking, in perception and provides specific and practical solutions for ministries, branches and localities to implement. Enterprises and businessmen are very assured when the Resolution mentions compliance with the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations. Or it offers solutions such as 3-year tax exemption for newly established enterprises, private enterprises participating for the first time in the fields of security and defense industry. This is a good policy and will encourage 5 million business households to develop into enterprises.

Many enterprises in the province highly appreciate this resolution because this is the first time the Politburo has affirmed the most important role, the main driving force promoting the development of the private economy. The resolution clearly states the growth target in the number of enterprises, and also sets goals for green growth. A very important thing is that Resolution 68 helps private enterprises have a new space for development. This resolution has put forward very specific and detailed policies. On that basis, the State, or specifically the Government and the National Assembly, creates institutions, mechanisms and policies, solutions to promote and create the private economy into the most important driving force for economic development.

♦ Could you tell us what bottlenecks and shortcomings Resolution 68 will remove for private enterprises in general and private enterprises in the province in particular?

Resolution 68 not only removes immediate difficulties for businesses but also lays the foundation for long-term development, promotes digital transformation, innovation, and enhances the competitiveness of businesses, especially small and medium enterprises.

It can be said that Resolution 68 resolves all the long-standing shortcomings and problems of the private economy. Because the resolution affirmed that "the private economy is equal to all other economic sectors". Or specifically, private enterprises are equal to state-owned enterprises and foreign-invested enterprises (FDI), which is reflected in all viewpoints, goals and solutions for the private economy. For example, the guiding viewpoint is to completely eliminate perceptions, thoughts, concepts and prejudices about the Vietnamese private economy; correctly assess the important role of the private economy in the country's development; nurture and encourage the entrepreneurial spirit and innovation of people and enterprises, respect enterprises and entrepreneurs; ensure that the private economy competes equally with other economic sectors.

Resolution 68 has created for private enterprises the right to access land capital, resources, very specific solutions and to create capital sources for private enterprises, an issue that enterprises have been very concerned about in recent times. The Resolution also emphasizes the issue of respecting "property rights and freedom of business" with very specific regulations. This will create great confidence for the private enterprise sector, creating a premise for economic development. Resolution 68 specifically mentions ensuring and effectively protecting ownership rights, freedom of business, property rights, the right to fair competition and ensuring the enforcement of private economic contracts. Ensuring ownership rights and the right to self-determination of assets is very important, creating confidence, creating momentum for enterprises to contribute and thereby promoting private enterprises and entrepreneurs to devote all their mind, intelligence, strength and wealth to doing business.

♦ To implement Resolution 68 in a practical and effective manner, what solutions do you think the State needs to implement in the coming time?

Resolution 68 mentioned the sense of responsibility of the public service enforcement team, including the requirement to create all favorable conditions in handling administrative procedures; clearly assign, decentralize, and assign tasks between levels and sectors of each agency and unit, and clearly define the responsibility of the head in handling administrative procedures. Strictly handle acts of corruption, personal gain, and harassment of officials and civil servants. At the same time, there is a mechanism to exempt responsibility for cases where all relevant procedures and regulations have been fully implemented, without personal gain in the process of performing tasks, but there are damages due to objective risks. This is extremely important because there is currently a phenomenon of officials and civil servants not daring to do things for fear of making mistakes. Therefore, the viewpoints and solutions proposed in Resolution 68 have ensured that the enforcement team can best perform their tasks.

The Party has put forth a policy, so the National Assembly and the Government need to introduce very strict sanctions to force civil servants and those responsible to strictly implement it, and when implementing it, to implement it correctly; there must be a mechanism to handle it if civil servants do not perform their duties.

The business community hopes that the National Assembly and the Government, as well as all levels and sectors, will quickly implement and soon bring Resolution 68 into life to add motivation, enthusiasm and positive energy to the business community.
