Also attending the conference was comrade Phan Thang An - Deputy Head of the Central Organizing Committee. The conference focused on evaluating and summarizing 10 years of implementing the Party Election Regulations issued together with Decision No. 244 dated June 9, 2014 of the Party Central Committee (11th tenure); 10 years of implementing Directive No. 39 dated August 18, 2014 of the Politburo on strengthening internal political protection work in the new situation.

At the same time, it reviewed the 3-year implementation of Resolution No. 09, dated May 4, 2021 of the Provincial Party Standing Committee on the task of border management and protection associated with socio -economic development of border and island areas in the new situation; reviewed the 3-year implementation of Directive No. 16, dated September 9, 2021 of the Provincial Party Standing Committee on strengthening innovation in twinning work to help districts and communes in ethnic minority, mountainous and mainland areas.

Regarding the results of 3 years of implementing Resolution No. 09, the Standing Committee of the Provincial Party Committee assessed that the awareness and sense of responsibility of all levels, sectors and people about the position and importance of the task of managing and protecting borders and islands associated with socio-economic development have been raised.

Many models and programs to help people develop socio-economy, sustainably reduce poverty associated with patriotic emulation campaigns and movements have brought about practical results; well implementing the policy of combining national defense and security with economy; economy with national defense and security in border areas and islands.

Through the implementation of programs and policies of the Central and the province, it has contributed to a sharp reduction in the poverty rate in 14 border communes from 65.5% (in 2021) to 48.14% (in 2023), an average reduction of 9.21%.

Promote the role of agencies and units of the people's armed forces, especially the core and specialized role of the Border Guard in the work of building, managing and protecting borders and islands; thereby contributing to maintaining political stability, order and social safety in border and island areas.

After 3 years of implementing Directive No. 16, dated September 9, 2021, the Standing Committee of the Provincial Party Committee said that so far, 89 agencies, units, organizations and enterprises have accepted to be twinned with 66 mountainous communes. Of which, 9 districts, towns and cities in the plains have been twinned with 9 mountainous districts and have sponsored 14 border communes in the province. Some agencies and units have been twinned with 2-3 communes.

From the mobilization of cadres, civil servants, public employees, and workers; mobilization and socialization from organizations and individuals and integration from programs, plans, and projects... the units have implemented many positive activities, making practical and effective contributions in both material and spiritual terms to the localities assigned to receive twinning, with a total resource value of nearly 81.5 billion VND.

In his concluding remarks and closing the conference, Provincial Party Secretary Luong Nguyen Minh Triet analyzed and clarified the results achieved, the remaining limitations and presented his viewpoints and orientations for the implementation of the contents assessed by the conference; at the same time, requested the agencies in charge of drafting the report to absorb the discussion and comments of the delegates for completion.

Regarding the implementation of Directive No. 16 of the Provincial Party Committee Standing Committee, Comrade Luong Nguyen Minh Triet stated: This is a very correct and humane policy, accordingly, it is necessary to continue to promote propaganda and widely disseminate the purpose and significance of twinning work to cadres, party members and people. Review, arrange and assign twinning units, coordinate twinning work, assign specific targets and tasks to agencies and units to carry out twinning more systematically.

Along with that, summarize and re-evaluate the models to guide the twinned units on what to do and what the twinning unit will do to bring about more substantial and effective results, maximizing resources in the twinning work. Strengthen the responsibility of the twinned units, mobilize diverse resources to effectively support the twinned units.
