Administrative procedures are something that everyone in life has to deal with from birth until death. Simple and convenient administrative procedures will help organizations and individuals grasp business opportunities, but administrative procedures can also be one of the reasons for businesses going bankrupt and individuals missing out on work.
Administrative procedures are the procedures, methods of implementation, documents, requirements, and conditions prescribed by State agencies and competent persons to resolve a specific task related to individuals and organizations. Understanding administrative procedures is like that, but implementing a specific administrative procedure is often not easy for organizations and individuals. Administrative procedures are regulated by administrative law with many different types, associated with official documents and papers and implemented by many State agencies, officials and civil servants. Not to mention that each State agency has different regulations and officials and civil servants when performing public duties to resolve administrative procedures also have different understandings. Sometimes, State agencies and competent persons, in order to protect themselves, should issue regulations on procedures, methods, documents, requirements, conditions... that are difficult for organizations and individuals to implement.
In reality, there are still some people in authority who take advantage of the regulations of administrative procedures to cause trouble and harassment, requiring organizations and individuals who want to resolve work related to administrative procedures to pay "training", which people often call "petty corruption".... Therefore, the task of focusing on administrative reform, especially administrative procedures; improving competitiveness is one of the key programs set out in the Resolution of the 22nd Ninh Binh Provincial Party Congress, term 2020-2025.
In recent years, the Provincial People's Committee has deployed specific and comprehensive tasks in 6 areas of the Administrative Reform Program, focusing on leading and directing the implementation of reviewing, reducing and simplifying administrative procedures. On January 20, 2022, the Provincial People's Committee issued Decision No. 98/QD-UBND on the plan to review and evaluate administrative procedures in the province in 2022. Accordingly, agencies, units and localities will organize the review and evaluation of 71 administrative procedures in 26 areas, in order to promptly detect, propose amendments, supplements, replacements or abolishment of unnecessary, inappropriate, cumbersome and complicated administrative procedure regulations, causing difficulties for organizations and individuals in the process of handling administrative procedure records.
As a result of the review, it is proposed to maintain 45/71 administrative procedures; approve the simplification plan for 26/71 reviewed administrative procedures, including reducing the time to process administrative procedures for 24 administrative procedures under the jurisdiction of the following departments: Planning and Investment, Industry and Trade, Justice, Information and Communications, Agriculture and Rural Development; reduce the number of documents for 02 administrative procedures under the jurisdiction of the Department of Labor, War Invalids and Social Affairs.
Also in 2022, the Provincial People's Committee issued 34 decisions to promulgate, amend, and abolish administrative procedures under the jurisdiction of departments, branches, sectors, district-level People's Committees, and commune-level People's Committees; 34 decisions approving internal procedures for handling administrative procedures of departments, branches, sectors, district-level People's Committees, and commune-level People's Committees. Currently, the total number of administrative procedures prescribed by the Central Government being implemented in the province is 1,881, of which 1,492 administrative procedures are under the jurisdiction of the provincial level; 272 administrative procedures at the district level; and 117 administrative procedures at the commune level. All administrative procedures are publicly posted at the Provincial Public Administration Service Center, the Reception and Results Department at all levels, and on the National Public Service Portal and the Provincial Electronic Information Portal according to regulations.
The inspection shows that the results of resolving administrative procedures at all levels of government in Ninh Binh province are basically correct and ahead of schedule; the rate of delayed administrative procedures is very low and 2,858 hours have been reduced to resolve administrative procedures. The assessment of the Ninh Binh Provincial Public Administration Reform Index (PAR INDEX) in 2022 increased by 3 ranks and the results of administrative procedure reform increased by 22 ranks compared to 2021.
In particular, the results of the direction and administration of the provincial government in 2021 and 2022 were ranked 1st and were one (1) of the top five (5) provinces and cities in the country. Agencies, units and localities in the province always maintain the implementation of suggestion boxes, post addresses to receive people's feedback and recommendations, and assign officials and civil servants to receive citizens and monitor and record people's comments, and publicize phone numbers and addresses to receive comments on administrative procedures.
The Provincial Public Administration Service Center has arranged a telephone switchboard system to advise and answer questions from organizations and citizens about the implementation of administrative procedures, thereby processing information promptly, creating satisfaction and trust of citizens. In addition, many departments, branches and localities have also promoted the proposal of new initiatives and solutions on administrative reform, focusing on proposing to cut, reduce and shorten the time to handle administrative procedures, creating favorable conditions for people and organizations when handling administrative procedures, with special attention paid to the fields of investment attraction, economic development and ensuring social security in the province.
In the coming time, the Party Committees and authorities at all levels of the province need to further promote the implementation of administrative reform, continue to review and simplify administrative procedures to reduce costs and waiting time for organizations, businesses and individuals. Do a good job of propaganda, announcement and public posting of administrative procedures. Improve the quality and efficiency of the Provincial Public Administration Service Center, the Reception and Result Delivery Department at district and commune levels. Strengthen the application of information technology, promote the digital transformation process, deploy the construction of e-Government and smart cities.
Raise the responsibility, especially of the heads of agencies, units, and localities in performing the task of coordinating the resolution of administrative procedure issues for businesses, organizations, and individuals. What people, organizations, and businesses can see most easily is the innovation and progress of administrative agencies when dealing with a specific administrative procedure to see that the government has shifted from management to service. What people and businesses need from governments at all levels is to resolve administrative procedures in a practical, convenient, and quick manner, not words of encouragement, sharing, sympathy, and promises of "consideration, consideration, and resolution".
