Continue to implement phase 2 of the project to build infrastructure for the resettlement area serving Phu Thuan Industrial Park

Chairman of the Provincial People's Committee Tran Ngoc Tam surveyed the resettlement area project serving Phu Thuan Industrial Park (phase 1).

According to the Management Board of Investment and Construction of Civil and Industrial Works (Civil Board), the project to build infrastructure for the resettlement area serving Phu Thuan Industrial Park will be implemented in the 5-year period of 2019 - 2024. Up to now, the project has completed construction of ground leveling, roads, rainwater drainage, wastewater drainage, trees, power supply, lighting and transformer stations.

On May 4, 2024, the Civil Affairs Committee organized the acceptance and handover of the project to the People's Committee of Binh Dai district to receive management, operation and resettlement arrangements for households.

Regarding site clearance, the total planned area is 48.24ha (the area of ​​land that households have renovated according to the plan is 4.46ha, the area of ​​land recovered from households is 43.78ha). The area of ​​land that has been compensated and supported is 41.35ha/43.78ha (129 households/140 households), reaching about 94.4% of the area. Currently, there are 11 households (area of ​​about 2.43ha) on the 3 extended routes Nl, N9, N14 that have approved the compensation plan but have not agreed to receive money and hand over the site.

Regarding compensation payment, the total approved compensation, support and resettlement plan with a budget of 292,663 million VND (of which, compensation for households is 286,925 million VND; land acquisition service cost is 5,738 million VND), paid to households 248,223/286,925 million VND.

The project implementation period and capital allocation period have expired (2019 - 2024) according to the policy in Resolution No. 03/NQ-HDND dated July 5, 2023 of the Provincial People's Council, but currently the items of the Wastewater Treatment Plant and the 3 extended routes Nl, N9, N14 have not completed the site clearance work, so they have not been implemented, affecting the scale of the approved project, making it impossible to finalize and end the project according to regulations. Therefore, the Civil Affairs Committee proposes to reduce investment in the above items in accordance with the actual situation of project investment implementation.

Concluding the meeting, Chairman of the Provincial People's Committee Tran Ngoc Tam agreed on the policy of cutting investment in the three extended routes Nl, N9, N14, and at the same time implementing investment in the Wastewater Treatment Plant to promptly serve the needs of the entire resettlement area. Assigning the Civil Affairs Committee to carry out the necessary procedures to adjust the project investment policy.

Agreed to continue implementing phase 2 of the project, establish a separate project for implementation. Assign the Civil Affairs Committee to coordinate with relevant departments, especially the Department of Finance, to carry out the procedures for appraisal and approval of investment policies, including budget estimates for implementation.

The construction and expansion of Giong Giua Road is assigned to the People's Committee of Binh Dai District to prioritize implementation as soon as possible. To implement this, Binh Dai District is requested to review and adjust the planning for implementation.
