According to a quick report from the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Ministry of Construction , as of noon on July 23, heavy rain due to the impact of storm No. 3 has caused many infrastructure incidents in the provinces of Nghe An, Thanh Hoa, and Quang Ninh.
Urgently open landslide areas
In Nghe An , the rapid floodwaters have caused 20 locations on National Highways 7, 16 and 48E and 12 locations on provincial roads to be flooded. The provincial Department of Construction is mobilizing forces to handle and ensure traffic on National Highways 15, 48, 48E and DT541B. The province has recorded 120 landslides, including 104 locations on national highways and 16 locations on provincial roads.
In Thanh Hoa, the storm caused landslides on the positive slopes, sedimentation of ditches, and damage to culverts at 28 locations, with an estimated volume of more than 23,500m³. The affected routes include: National Highway 15 (11 locations), National Highway 15C (6 locations), National Highway 16 (3 locations), and National Highway 47 (4 locations).
At Km 77+700 on National Highway 15C in Nhi Son commune, Thanh Hoa province, soil and rocks rolled down from the hill causing traffic jam from 1:30 p.m. on July 22, making it impossible for vehicles to pass.
Also on National Highway 15C through Nam Xuan commune, a negative slope landslide occurred at Km 16+110 with a landslide length of about 16m. On National Highway 15 through Phu Le commune, there was a subsidence and cracking of the road surface at Km 21+390 with a length of 5m; a retaining wall was poured at Km 26+300 with a length of 5m.
National Highway 47 through Sam Son, Quang Phu, Hac Thanh, Lam Son wards has many locations flooded from 15-20cm.
As for provincial roads, as of 7:00 a.m. on July 23, there were still 12 flooded locations causing traffic jams through the communes of Nong Cong; Thang Binh, Quy Loc, Luan Thanh, Sao Vang, Tan Thanh, Yen Tho, Thanh Ky, Hoa Quy, Nhu Xuan...
Faced with the above situation, the Department of Construction of Thanh Hoa province has directed the Traffic Works Maintenance Management Board and road management units to immediately implement measures to ensure traffic safety such as: erecting barriers, placing signs prohibiting vehicles from passing through landslide and flood-caused traffic jams, and bringing in machinery and equipment to carry out the work of clearing landslide rocks and soil to clear the road according to the prepared plan under the 4-on-the-spot principle to ensure traffic clearance as soon as possible.
Up to now, the landslide sites have been cleared. Particularly at Km 77+700/QL15C through Nhi Son commune, the authorities have mobilized machinery and human resources to clear the soil and rocks and opened the road to traffic on the morning of July 23. Flooded areas causing traffic jams have been barricaded, warning signs have been put up, vehicles are prohibited from passing, and people are on duty to direct traffic.
According to the Thanh Hoa Department of Construction, it is still raining in the mountainous communes of Thanh Hoa province, and landslides continue to occur on the roads. To ensure traffic safety, the Department has also directed relevant units to increase road patrols, inspect, update damage and take remedial measures.
In Quang Ninh, heavy rain caused small landslides on some sections of National Highway 279, National Highway 18C, the road connecting National Highway 18 to Yen Tu - Ngoa Van, Provincial Road 342 and Provincial Road 326. The total volume of rock and soil is estimated at about 900m³, but does not affect traffic.
Rail, sea and air transport are all safe and smooth.
Regarding railways, Vietnam Railways Corporation said that as of 6:00 a.m. on July 23, the infrastructure system was still absolutely safe and operating smoothly.
Operations at seaports and inland waterways remain normal. No damage caused by the storm has been reported.
In the aviation sector, at airports in the affected areas such as Van Don and Cat Bi, the storm only knocked down some trees and did not affect technical infrastructure. From 12:00 on July 22, the Civil Aviation Authority of Vietnam allowed flights to resume. To date, the entire aviation industry has been operating normally and smoothly.
According to quick statistics from the Civil Aviation Authority of Vietnam and related units, on July 21 and 22, a total of 48 domestic and international flights were delayed, diverted or canceled due to the storm, affecting more than 7,600 passengers.
At Noi Bai International Airport alone, on July 22, 4 domestic flights had to be delayed or diverted, affecting 624 passengers; Van Don International Airport had 2 domestic flights canceled, affecting 300 passengers.
