It is expected that at the upcoming 9th Session, the National Assembly will review and give opinions on the work of practicing thrift and combating waste in 2024.

In the context of the entire political system being determined to achieve the growth target of 8% or more by 2025, creating momentum for double-digit growth in the 2026-2030 period, practicing thrift and fighting waste is considered an extremely important task with very specific contents for ministries, branches, localities and agencies to implement.

Saving state budget and capital of more than 64,000 billion VND

According to the Government's Report, in 2024, the practice of thrift and anti-waste has had many positive changes and achieved many important results in many fields, contributing to the successful implementation of socio-economic development goals and targets.

This result has created a new foundation, spirit, and strong motivation for our country to enter 2025 with the confidence of completing and achieving the highest results in the tasks and targets of the entire 2020-2025 period, towards a new era, an era of striving, developing wealth, civilization, and prosperity of the nation.

In the management and use of state budget funds, budget revenue in 2024 increased by 20.1% compared to the estimate and report to the National Assembly. State budget expenditure in 2024 is estimated to reach 86.4% of the estimate.

The management of state budget expenditures is carried out proactively and closely according to the estimate, ensuring thorough savings on regular expenditures, cutting down on unnecessary and slow-to-implement expenditures. The total savings in state budget and capital in 2024 according to reports from ministries, branches and localities is 64,014 billion VND.

The management and procurement of public assets in ministries, branches and localities continues to change, ensuring strictness and thrift.

Notably, in the management of construction investment and public investment, promoting the disbursement of public investment capital has contributed to starting new projects and speeding up the implementation progress of many key national transport infrastructure projects and works to complete and put them into use.

As of December 31, 2024, the total disbursed capital of 9 important national projects in the Transport sector was VND 70,743.08 billion, reaching 72.9% of the assigned plan.

Along with that, inspection and examination of the implementation of policies and laws on practicing thrift and combating waste have been strengthened.

In 2024, the Inspection sector conducted 6,673 administrative inspections and 118,983 specialized inspections and checks; detected economic violations of VND 157,585 billion and 245 hectares of land; proposed to recover VND 85,403 billion and recover 41 hectares of land.

Prevent loss and waste of public assets during mergers

Despite many efforts, some ministries and localities still face difficulties in disbursing public investment capital.

According to the report, 30/46 ministries, central agencies and 26/63 localities have estimated disbursement rates lower than the national average.

The slow disbursement of public investment capital also causes waste of national resources, causing some areas such as health, education, and social security to suffer because "there is money but it cannot be spent."

To avoid this waste, many opinions say that it is necessary to continue to remove institutional and legal obstacles in public investment.

Accordingly, review and amend regulations related to the establishment, appraisal and approval of projects and public investment plans to reduce unnecessary administrative procedures; simplify processes and shorten processing time for procedures such as bidding, site clearance and construction licensing.

At the same time, strengthen the inspection and supervision of project implementation progress; promote the role of heads of ministries, branches, localities and agencies in disbursement results...

Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh suggested that in the approval stage of projects, the Government should direct ministries, branches and localities to carefully prepare budget estimates and project preparations to avoid problems leading to slow disbursement.

Citing the example of the two Bach Mai and Viet Duc hospital projects in Ha Nam province that have not been put into use, Vice Chairman of the National Assembly Nguyen Khac Dinh said that it is necessary to review all existing projects, unfinished projects, slow implementation projects or projects with problems to resolve them and put them into use soon.

At the same time, promptly remove obstacles in mechanisms and policies to unblock resources; review ineffectively used public assets in localities to find solutions for more effective use; in places where they are not used effectively, auction and bid to get money to build schools, hospitals, public works, etc.

In particular, in the context of restructuring the State administrative apparatus and units, it is necessary to manage finances and assets to prevent loss, waste, and negativity during mergers, conversions, and effective use.

Minister of Finance Nguyen Van Thang emphasized that the resources that can be exploited from backlogged projects are huge and very necessary to support growth in the current economic context.

The problem is not just the backlog of assets in projects, but if the projects are put into operation by businesses, it will create a great driving force for economic growth.

The Minister said that to speed up the progress of projects in general, the Government has had many specific solutions.

Regarding institutions, in the upcoming 9th Session, the Government will submit to the National Assembly to amend a series of laws such as the Law on Bidding, the Law on Investment, the Law on State Budget, the Law on Public Asset Management, etc.

2025 is the final year of the 2021-2025 Five-Year Plan and is of particular importance in successfully implementing the Resolution of the 13th National Party Congress. The Prime Minister has issued a comprehensive program on practicing thrift and combating waste in 2025 with 10 key tasks and 7 groups of solutions aimed at resolutely, synchronously and effectively implementing effective solutions in practicing thrift and combating waste.

Thereby, creating strong spread, seizing opportunities, pushing back challenges, accelerating, breaking through to the finish line, striving to achieve the highest goals and targets of the 5-year Socio-Economic Development Plan./.
