Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 365 of the Politburo on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels.
This Regulation replaces Regulation 89/2017 and Regulation 214/2020 of the Politburo .
The regulation clearly states six general standards for leaders and managers at all levels: political and ideological; moral qualities, lifestyle and sense of organization and discipline; qualifications and capacity; prestige and ability to gather and unite; work results; health, age and experience.
The regulation clearly states the title standards for cadres under central management, including 19 groups of titles:
Member of the Party Central Committee; member of the Politburo, Secretariat; General Secretary; President; Prime Minister; Chairman of the National Assembly; Standing member of the Secretariat; Head of the Party Central Committee, Chairman of the Central Inspection Committee, Chief of the Party Central Office; Chairman of the Central Committee of the Vietnam Fatherland Front.
Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; positions of Central Party agencies; positions of National Assembly agencies; positions of Government agencies, Office of the President.
Positions of judicial agencies; positions of the Central Fatherland Front and socio-political organizations; positions of Party committees directly under the Central Committee, excluding the Central Military Commission and the Central Public Security Party Committee; positions of provincial and municipal agencies.
The Politburo stipulates that the standards for the above positions must fully ensure six general standards for leaders and managers at all levels, and at the same time, meet the standards of each specific position.
Standards for the position of General Secretary
Fully ensure the general standards of members of the Politburo and Secretariat, and at the same time need to have the following qualities and capacities:
Exemplary, highly prestigious in the Central Committee, Politburo, the entire Party and people; is the core of leadership, the center of solidarity, gathering and promoting the combined strength of the entire political system, the entire Party, the entire people and the strength of the times to successfully carry out the two strategic tasks of building and defending the Fatherland, the goal of "rich people, strong country, democracy, fairness, civilization" in the new revolutionary period.
Most representative of the entire Party's morality and intelligence. Has sharp political theory. Has deep, broad, comprehensive knowledge in the fields of politics, economics, culture, society, national defense, security, foreign affairs, Party building, state management...
Have political courage, sharp thinking, innovation, breakthrough, decisiveness; have the ability to research, summarize practices, develop theories, and orient strategies; be calm and clear-headed when facing difficult and complicated issues related to the fate of the Party, the country, and the nation.
Have the capacity to lead and manage the Party Central Committee, the Politburo, and the Secretariat; have the capacity to lead and build a team of strategic-level cadres, especially successors and key cadres.
Having experienced and successfully completed tasks as a provincial or municipal Party Secretary or head of a central department, ministry or branch; participating in the Politburo for a full term or more. Special cases are decided by the Party Central Committee.
Standards for the positions of President, Prime Minister, National Assembly Chairman, and Standing Secretary of the Secretariat
The standards for the positions of President, Prime Minister, National Assembly Chairman, and Standing Member of the Secretariat must fully meet the general standards of members of the Politburo and Secretariat.
All four of these positions maintain the same standards as the old regulations, which are having experienced and successfully completed their duties as provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for a full term or more. Special cases are decided by the Party Central Committee.
The title of President must have high prestige and be the center of solidarity in the Central Committee, the Politburo, the entire Party and the people.
Outstanding and comprehensive capacity in all aspects of work, especially in the fields of domestic and foreign affairs, security and defense; deep and broad understanding of judicial work. Being the center of solidarity of social forces and ethnic communities at home and abroad. Decisive in leadership and management according to assigned functions, tasks and powers.
With the title of Prime Minister, the regulation clearly states that one must have high prestige and be the center of solidarity in the Central Committee, the Politburo, the entire Party and the people.
Possessing outstanding comprehensive capacity in all fields, especially in planning strategies for socio-economic development, national defense and security; sharp thinking, dynamic, decisive, resolute, making timely decisions on difficult and complicated issues related to the executive field. Deep and broad understanding of the national administration, the country's socio-economics; world economics and politics and international integration. Possessing comprehensive capacity in organizing, managing, directing and operating state administrative agencies and the political system.
Have the capacity to concretize and effectively organize the implementation of the Party's guidelines, policies, and the State's laws on economic and social development, national defense, security, and foreign affairs.
The position of Chairman of the National Assembly must have high prestige, be the center of solidarity in the Central Committee, the Politburo, the entire Party, the National Assembly and the people. Be decisive in leadership and management according to assigned functions, tasks and powers.
Possess outstanding and comprehensive capacity in all areas of work, especially in planning strategies for socio-economic development, national defense and security, and in directing the institutionalization of the Party's policies, guidelines, and resolutions on law-making, supervising law enforcement, and deciding on important issues of the country; ensuring democracy, fairness, publicity, transparency, representing the will and aspirations of all classes of people, and ensuring that all state power belongs to the people.
Deep understanding of Vietnam's legal system, international laws and practices. Ability to manage the quality and effectiveness of the activities of the National Assembly and the National Assembly Standing Committee.
The position of Standing Secretary of the Secretariat must have high prestige and be the center of solidarity in the Central Committee, the Politburo, the Secretariat and the entire Party.
Have sharp political thinking. Have extensive knowledge and understanding in the fields of politics, economics, culture, society, national defense, security, foreign affairs... rich experience in Party building and political system building.
Politically astute, decisive in management and capable of harmoniously and effectively coordinating the activities of the Central Party's advisory and support agencies, the Fatherland Front and socio-political organizations.
