General Secretary To Lam: Don't let prices increase before wages increase

Talking to voters afterward, General Secretary To Lam expressed his emotion and joy when voters' opinions showed consensus and high appreciation for the major policies and decisions of the Party and State.

"Although the new resolutions of the Politburo have just been issued, voters, cadres and party members know them all. The consensus is very high and very positive. Personally, I feel it very clearly and have the people's approval," said the General Secretary.

The General Secretary also praised the government and people of Hanoi for their great contributions to the overall socio-economic development of the country, when in less than 9 months of the year, they collected 500,000 billion, contributing about 1/5 of the total national budget revenue.

Regarding the operation of two-level local government, in addition to the achieved results, the General Secretary said that Hanoi still has some difficulties.

"We recently went to check, so far we have focused too much on administrative procedures, we need to reform more. In the ward and in the city, administrative procedures should only account for 20-30% of the work. We have to change our thinking, before it was management, now the thinking must be service creation, raising the thinking to a new level.

What should we do now to create? What should we do to serve? Previously, the government just sat in the ward, and people would come to them when they had problems. Now, the government must proactively grasp the people's difficulties and proactively solve them first.

We will continue to reform administrative procedures, we have reformed a lot, but now we must continue to improve" - ​​according to the General Secretary.

According to General Secretary To Lam, Hanoi needs to review the work being done effectively to meet requirements, ensuring that the two-level government serves the people better.

The General Secretary believes that as long as people still complain about the government in this place or that place, it means that the government in that area is not operating effectively.

Environmental pollution and traffic congestion make people angry

Talking further with voters, General Secretary To Lam said that Hanoi currently has two issues that people are very concerned about: environmental pollution and traffic congestion.

Regarding the environmental issue, the General Secretary requested the Hanoi government to focus on solving it, and not to let the daily news of Hanoi's air pollution reach bad and extremely bad levels. Regarding traffic congestion, the General Secretary said that the capital cannot be civilized while traffic congestion occurs. Traffic also affects the image of the capital, the growth rate of the city, and the lives of the people.

"In recent times, I commend the city for being very active in dealing with environmental pollution. The proof is that the To Lich River has begun to improve its pollution situation, and the people have been very happy these past few days," said the General Secretary.

Regarding the issue of salary reform according to Resolution 27 of the Central Committee for civil servants, public employees, pensions and staffing in the education and health sectors, etc., the General Secretary said that this is a very important task. Currently, the Politburo is directing agencies to complete the job position project, which is the basis for fully implementing the contents of salary reform. Salary must correspond to each job position, not be equal and must have a roadmap.

"Now we also request the Government to manage the macro economy and prices, and not let prices increase before wages increase. There are many calculation issues, and sometimes by the time we hear about the policy of increasing wages, prices in the market have already increased" - said the General Secretary.

Exams should be reduced.

According to the General Secretary, if we want the country to develop rapidly, we must develop science and technology, and if we want to develop science and technology, we must focus on the educational foundation.

Therefore, it is necessary to pay attention to improving the quality of education according to Resolution 71 on educational development breakthroughs.

"We are very happy that we have universalized preschool, primary, and secondary education. Now we have the conditions to universalize high school. Now, 13 and 14 year olds graduate from secondary school but cannot go to high school. What will they do? They will hang around without going to school. At this age, no one will let them work, they will go out to play in unhealthy ways and be lured by bad people.

Why not universalize high school so that when children turn 18, if they cannot go to school they can go to work, we must universalize it. In addition, we must reduce exams, why are there so many exams, children must go to school, if they do not study well, we must make them go to school.

"Exams put pressure on students, parents, and teachers. We must reduce pressure to encourage children to go to school and promote the emulation movement in studying" - the General Secretary expressed.

Regarding the policy of "attracting brainpower" to state agencies, the General Secretary asked Hanoi to create conditions for talented people to work in public agencies.

The General Secretary pointed out that there are currently many business leaders and talented people who want to work for state agencies, but their aspirations cannot be realized because the policy stipulates that people over 30 years old cannot be recruited. The General Secretary assessed that this is "very inappropriate" and needs to be changed.
