On the morning of September 23, General Secretary To Lam, Prime Minister Pham Minh Chinh and many leaders and former leaders attended the 1st Congress of the Party Committee of the Fatherland Front and Central Mass Organizations, term 2025-2030.

Taking people as the driving force of innovation

Speaking here, General Secretary To Lam stated that we are entering the 2025-2030 term with new requirements including synchronous organizational restructuring associated with innovation in operating methods.

Restructuring the socio-economic development space by "rearranging the country" through the geographical division at the provincial and communal levels with a 2-level local government model.

At the same time, we need to shift from "right direction" to "right and sufficient results", which can be measured and verified. The results must not only be felt but must enter the material and spiritual life and social activities of each street, hamlet, village, each family, and each individual.

The General Secretary emphasized that we carry on our shoulders two 100-year goals of the nation, in which the spirit of the draft resolution of the 14th National Party Congress, the draft resolution of the first term of the Fatherland Front and the action program discussed and decided by the congress will be the "foundation" and the "red thread" throughout the term.

The core issue is "what goals to set" and "who will do it, how much, when will it be finished, how will it be measured, and what will be the results".

The General Secretary proposed a consistent approach to three guiding viewpoints, including taking the people as the center, the subject, the goal and the driving force of innovation. Every resolution and action program must answer: what are the practical benefits for the people, for each vulnerable group, and for each specific community?

Combining democracy - discipline - rule of law. Expanding democracy at the grassroots level, promoting social dialogue, along with enforcement discipline, rule of law, and respect for differences.

Shift from formal movements to substantive results, based on data and figures; prioritize models that can be replicated quickly, at reasonable costs, have a great impact on life, and bring practical benefits to people.

The General Secretary proposed focusing on six key contents.

First , perfect the organization and coordination mechanism: "one task, one focal point, one deadline, one result".

Complete the regulations on coordination of work between 25 Party organizations under the Party Committee of the Front. Need to decentralize and delegate powers clearly; avoid overlapping. Eliminate administrative procedures of the Front organization...

Second, consolidate and expand the great national unity bloc, "leaving no one behind". Deploy a "digital Front portal" to receive petitions 24/7; organize a "month of listening to people's voices" at all levels and regions; establish an interactive map of people's livelihood issues.

Establish a provincial community emergency assistance fund; pilot community risk insurance for vulnerable groups.

Third , innovate the way unions operate - fight against the "inverted cone" between the Central and grassroots levels.

Fourth , take care of people's lives with 6 key people's livelihoods and assign primary responsibility to each organization.

Fifth, institutionalize into a mandatory process the policy: people know, people discuss, people do, people check, people supervise, people benefit. Issue the "3 public - 3 supervision" criteria set: publicize goals, resources, progress; supervision by people - Front - press...

Sixth, enforce discipline, compete practically, and check thoroughly. Apply the formula 3 easy - 3 clear - 3 measurable: easy to understand - easy to remember - easy to do; clear goals - clear responsibilities - clear deadlines; measure inputs - measure outputs - measure impacts. Each member organization registers "one big result every quarter", "two breakthroughs every year"; publicize on the electronic tracking board...

Choose the right breakthrough, the right person, the right job

To bring the above 6 focuses into life, the General Secretary emphasized the role of the Standing Committee, Party committees at all levels and each Party member is decisive. The Standing Committee of the Party Committee of the Fatherland Front must be truly exemplary, dare to think, dare to do, dare to take responsibility; choose the right breakthrough, the right person, the right job.

Establish a smooth coordination mechanism from the central to grassroots levels; strive to complete 6 key tasks in the first 6 months of the term...

Party members working in the Front and mass organizations system must be the core, maintaining "3 closeness": close to the people, close to the grassroots, close to the digital space; "5 musts": must listen, must dialogue, must be a role model, must take responsibility, must report results; "4 nos": no formalities, no avoidance, no shirking, no wrongful performance.

The Secretary General suggested some early implementation milestones for the Congress to consider and resolve, such as completing the organization, issuing a plan to implement the 3 consistencies, launching the "Digital Front portal", selecting each province/city as a pilot model for social dialogue and a pilot model for community security.

In the 6 months after the Congress, organize a "month of listening to people speak" simultaneously at all levels, organizations and unions under the Front; operate digital maps on people's livelihood issues...

Within 1 year, independently evaluate the provincial social trust index; announce community security results; replicate the social dialogue model if the criteria are met.

"What I want most in this term is to see clear changes at the grassroots level: fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people," the General Secretary emphasized.
