The conclusion stated that individuals who have Vietnamese nationality, clear background, ensure political standards according to regulations on internal political protection of the Party, good moral qualities, capacity and qualifications meeting the criteria, will be considered for application of special mechanisms in recruitment, arrangement, use and treatment.

Special recruitment mechanism

The Politburo proposed the implementation of special recruitment without examinations for civil servants and public employees for young scientists under 47 years old with the title of associate professor or professor; experts, leading scientists, and people with high professional qualifications in strategic, key, and important sectors and fields.

Candidates are recruited when meeting one of the following criteria: Having national or international research awards or scientific research works, contributing to innovation and development of industries, fields, localities and countries.

Have outstanding work performance, exceeding the requirements of the position held.

Having inventions, innovations, technical improvements, initiatives to improve work efficiency, work performance or breakthrough solutions, scientific and technological products that create specific results of high value, making important contributions to the development of the industry, field, locality, country, recognized and rewarded by competent authorities (province, ministry, industry or higher).

Special recruitment without examination for managers and business administrators at agencies, organizations, research institutes, technology corporations, domestic and international enterprises in strategic, key and important industries and fields.

These cases are specially recruited when meeting the following criteria: having in-depth expertise in the field or profession suitable for the recruitment field.

Having outstanding achievements in the field of operation, suitable for the requirements of performing economic development tasks, science, technology or key fields in Vietnam.

Have experience as a consultant or senior manager in a specific field for 5 years or more.

The conclusion emphasizes the implementation of the admission process for excellent graduates from domestic and international universities, who have won high prizes in prestigious national or international competitions; giving priority to strategic, key, and important sectors and fields of the country and locality...

In addition, localities, agencies and units, based on actual needs, can sign labor contracts with the above individuals to ensure the goal of attracting high-quality human resources with a lot of experience and intelligence, linking benefits with work results.

Prioritize planning for leadership and management positions

According to the conclusion of the Politburo, for those who are attracted to work as civil servants and public employees, after recruitment, the management and using agencies, organizations and units will create favorable conditions for arrangement and use.

Priority is given to planning for leadership and management positions by competent authorities.

Priority is given to sending for political theory training, training, fostering, learning experience, research, and exchange domestically or abroad in terms of expertise and profession, even if the conditions regarding age, planned title, and training form are not met. During the time of being sent for training and fostering, the regime and policies are maintained and all expenses are paid according to regulations.

Arrange suitable work, maximize professional capacity, qualifications and strengths; be considered for rotation to work for a limited period at domestic and international organizations.

Scientists are given maximum resources to carry out assigned programs and tasks.

For students after recruitment, if they excellently complete their tasks for 2 consecutive years, they will be considered and assigned to practice as leaders or managers at the department level (in units with constituent organizations) or at the division level (in units without constituent organizations) at the agency, unit, or locality where they work without having to meet requirements on working time, planning, or political theory.

"After 1 year from the end of the probationary period for leadership and management positions, the competent authority will evaluate and consider the official appointment," according to the conclusion.

For young scientists; experts, leading scientists, people with high professional qualifications; managers, business administrators, competent authorities can consider and appoint them to appropriate leadership and management positions or positions or arrange them into job positions with required ranks and levels, even in cases where they do not fully meet the standards and conditions as prescribed.

For cadres, civil servants and public employees with especially outstanding and outstanding work achievements, with specific products that bring high efficiency and make important contributions to the development of the industry, field, locality and country, the above conclusion will be given priority in arrangement and use.

Specifically, it is considered to plan leadership and management positions without necessarily ensuring conditions on age, subjects, and political theory level.

Priority is given to training and development at home and abroad; to be sent for training in political theory and state management when not meeting the requirements on age, planned position, and training form.

Consider appointing and recommending candidates for leadership and management positions adjacent to or one level above (from department level or lower) at the agency, unit, or locality where one is working or at another agency, unit, or locality without necessarily ensuring conditions on age, planned position, political theory level, or time holding the current position.

Housing, salary and allowance benefits

The conclusion clearly states that officials who have made important contributions to the locality, agency, and unit will be arranged, prioritized to rent, and supported with funding to rent public housing; the highest priority among the group of officials, civil servants, and public employees will be given to buy social housing. Support for transportation, health care regime...

- After being recruited as civil servants or public employees, students receive 100% of their salary; and receive an additional allowance of at least 150% of their salary according to their current salary coefficient.

- Young scientists; experts, leading scientists, people with high professional qualifications; managers and business administrators are entitled to receive a monthly salary and allowance increase of at least 300% of the salary... Apply a special salary and bonus framework, according to agreement if they have outstanding achievements in public service activities recognized by competent authorities.

The above additional allowance is enjoyed for 5 years and is not used to calculate social insurance and health insurance contributions...

- Cadres, civil servants and public employees are increased by at least one salary level of the current salary coefficient and receive an additional allowance of 300% of the current salary (not used to calculate social insurance and health insurance contributions)...
