Previously, on September 29, 2025, Nam Xe Commune Police, Lao Cai Province received information from citizens that: At about 7:30 a.m. on the same day, Mr. Hoang Van Dinh (born in 1988, currently the Manager of Tu Tren - Nam Xe Hydropower Plant) drove a pickup truck from Nam Xe Commune along National Highway 279 towards Van Ban Commune, with 2 people in the car. However, at about 5:00 p.m. on the same day, the family could not contact all 3 citizens above.

Immediately after receiving the information, Nam Xe Commune Police consulted with the Commune People's Committee to mobilize forces and means to coordinate with functional forces to establish a working group to verify, search and rescue in the commune and related neighboring areas.

At about 12:00, October 2, 2025, the search and rescue team found the car buried in the area of ​​Km 133+600, National Highway 279 in Minh Luong commune, Lao Cai province (Pom Khen area). The search and rescue team of Nam Xe commune coordinated with the People's Committee of Minh Luong commune, Minh Luong commune police, Duong Quy commune police, Van Ban commune police, Fire Prevention and Rescue Police Department of Lao Cai province police, and the road construction contractor to carry out professional measures to bring the victims out.

The car was buried under a large mass of rock and soil, completely deformed, causing difficulties for search and rescue work.

Despite the stormy weather conditions, combined with the large amount of buried earth and rock, there was a risk of landslides at any time, threatening the safety of the forces participating in the search and rescue. However, with the efforts of the forces, by 5:00 a.m. on October 3, 2025, the rescue force had completed the removal of the bodies of the two victims (Hoang Van Dinh and Hoang Duc Giang) from the scene and handed them over to their families for burial procedures. The third victim is still being urgently searched for.
