“Streamlining” party members - for a strong organization Part 1: The story of building the Party at the grassroots level

On January 21, 2019, the Secretariat issued Directive No. 28-CT/TW (referred to as Directive 28) on "Improving the quality of Party members and reviewing, screening, and removing unqualified Party members from the Party".

After Directive 28 and other guiding documents were issued, on September 19, 2021, the Tay Ninh Provincial Party Committee issued Project No. 03-DA/TU on reducing the number of Party members whose names were removed and who asked to leave the Party in Tay Ninh province, term 2020-2025 (abbreviated as Project 03), with the goal of "By 2025, strive to reduce at least 50% of the number of Party members whose names were removed and who asked to leave the Party compared to the term 2015-2020".

Saying that the family is the cell of society can also be compared, each party member is a cell of the Party organization. Cells are the smallest unit of life, party members are the smallest unit of the Party organization. There can be no healthy body if the “cells” do not meet the requirements.

To be honest, the phenomenon of “party indifference” is not new and not rare, but for each individual party member, this is a more or less sensitive issue, quite delicate because it is also related to children, family, etc. Therefore, please allow me to abbreviate the names of the characters as well as their specific addresses.

Party members are “not a glass of water”

Receiving a group of reporters at his home one afternoon in August, Master Le Viet Thang - former Vice Principal of Tay Ninh High School, currently Secretary of a Party cell in Tay Ninh city, said that since taking on the task, his Party cell has had a number of Party members who intend to leave the Party.

Mr. Le Viet Thang said that the first case that intended to leave the Party was a retired cadre. After retiring and transferring Party activities to the locality, this person went to present himself to the Party cell secretary at his place of residence, then asked to leave the regular meetings of the Party cell with the reason of being "busy". After that, this person attended Party cell meetings but not regularly, often absent.

“The Party cell decided to put him in the education category. The phone number and Zalo account are still there, but it is very difficult to contact him. I persisted in contacting him, but I couldn't call him, I texted him but there was no response. I took pictures of some documents of regulations and Party regulations and sent them to him, but he still didn't respond.

I reported to my superiors according to the procedures and regulations. Someone suggested that I consider removing the name to finish the job, but as a Party cell secretary, honestly, I did not want to remove that Party member's name. Having worked in the Education sector for decades, I have a more or less understanding of human psychology. I thought that this person definitely had a problem," Mr. Thang said.

Then, Mr. Thang went to the new residence of the party member. "Teacher, I will move to another place because my family is broken, I don't want to affect the party cell" - the party member said to Party cell secretary Le Viet Thang.

“Hearing that explanation, I still did not believe it right away, there must be something behind the incident but he did not feel comfortable saying it” - Mr. Le Viet Thang commented. Finally, this person said that one of the reasons why he intended to leave the Party was because, when his father passed away, the local Party organization (outside Tay Ninh province) did not take care of the funeral, even though his father had 70 years of Party membership. That is why this person was not satisfied.

When he found out the truth, Mr. Thang told this person: "Dragon eggs must hatch into dragons. If you ask to leave the Party just for that reason, will your parents in the afterlife be at peace?". Later, this person withdrew his intention to leave the Party but asked to be exempted from regular activities for a while to stabilize his job, after a family incident.

The second case is also a retired cadre. After retiring, this person also expressed his wish to leave the Party to... go work on the farm. Party cell secretary Le Viet Thang went to his house to find out more, this person said, "feeling bored and not wanting to stay in the organization anymore". "I told that person, after a lifetime of dedication, now that he is retired, try to stay, don't leave the organization without a really good reason. In the end, that comrade withdrew his intention to leave the Party" - Mr. Thang informed.

Another case is also retired, initially active in activities. This person was well-trained, qualified. In a year-end review, assessment, and classification of party members, this person was considered one of the most excellent party members. However, due to the control of competition targets, this person fell out of the top group. After a short time after the meeting, this person returned his party card, citing being busy with work, worrying about business, and economic difficulties.

“During the meeting, I told him that his economic situation was not difficult, on the contrary, he was very well off. He should not leave the organization because of a small incident or a competitive award. In the end, he agreed to stay with the Party,” Mr. Thang listed the third case of people intending to leave the Party.

No other choice

Unlike the three cases mentioned above, Mr. VVT (name abbreviated) in Hao Duoc commune, Chau Thanh district, after a period of thinking, decided to leave the Party. After finishing high school, Mr. VVT joined the commune militia and was admitted to the Party.

During a military recruitment, Mr. VVT was selected for military service. After eighteen months in the army, he returned to his hometown to work in production and start a family. VVT went to work as a worker in a factory. Due to the nature of the work on the production line and the strict schedule, Mr. VVT could not arrange time for a Party cell meeting. “I considered and thought a lot before submitting my application to leave the Party.

In the army, soldiers are educated very carefully and strictly about ideological work for a soldier. But considering that I cannot miss Party meetings forever, because it affects the collective and myself, I decided to leave the Party" - Mr. VVT talked to the group of reporters after cutting a full bag of grass for the herd of cows.

In the newly built house, Mr. VVT's wife added that when he was discharged from the army, economic conditions were difficult, he had to work in a factory to take care of the family, could not arrange time to participate in the activities of the Party cell, so he had to ask to leave.

Mr. Nguyen Tan Thanh, a former soldier, currently Secretary of the Party Cell of Truong Hamlet (Hao Duoc Commune, Chau Thanh District) - where Mr. VVT used to participate in Party activities, acknowledged that many Party members who are soldiers and conscripts in the armed forces have asked to leave the Party after leaving the army. The reason comes from the urgent demands of life. After completing their military service, they return to their hometowns and look for jobs, most of them work in factories and enterprises with strict working hours, so it is very difficult to arrange to participate in Party activities in the locality.

“Currently, there are some people who work far away but still return to participate in Party activities every month according to regulations. We have to calculate and arrange time reasonably for those comrades to attend Party cell meetings,” Mr. Thanh said, adding that in cases of force majeure, when they cannot stay with the organization, even though the Party cell has done everything possible, their names will be removed.

As a former soldier, Mr. Thanh also shared a very realistic perspective that, with ideological and political education, many soldiers joined the Party with completely innocent and pure motives. However, when returning to their localities, not everyone was a cadre or assigned a certain task at the grassroots level, so there were reasons for some people asking to leave the organization. This was a last resort. As in the case of former soldier VVT, although he was no longer a Party member, he was a good citizen, hard-working, and still participated in military exercises when the locality called.
