Streamlined after reorganization

Resolution No. 1238/NQ-UBTVQH15 of the Standing Committee of the National Assembly on the reorganization of district and commune-level administrative units in Thanh Hoa province for the period 2023-2025 takes effect from January 1, 2025. This means there is only one month left for the new administrative apparatus after the reorganization to become operational. To ensure high efficiency in the reorganization, many issues need to be resolved.

In Thanh Hoa City – the unit with the largest restructuring in the province this time, involving the merger of Dong Son district into the city and the upgrading of several communes and towns into wards – the atmosphere is one of great urgency.

A week ago, the city held a conference to implement the plan for Resolution No. 1238/NQ-BTVQH15 of the Standing Committee of the National Assembly . Prior to that, the city issued Plan No. 1582/KH-UBND, which stipulated that after becoming operational, the units must maintain continuous operation, ensuring effectiveness and efficiency; without disrupting the lives and activities of the people or the production and business of units and enterprises located in the area.

On a provincial level, this reorganization involves several districts and towns with numerous administrative units undergoing restructuring, including some that are being dissolved or newly established. Therefore, a general sense of unease is unavoidable among the communities. Many changes are expected, especially regarding the administrative procedures people need to complete to ensure smooth access to education, work, production, and business activities.

However, this is not the first time Thanh Hoa province has reorganized its administrative units. In previous reorganizations, many commune-level administrative units have been dissolved, merged, newly established, or transferred from one area to another. This has caused public concern, and in reality, the administrative apparatus in these units has not yet been able to operate smoothly. The issue of personnel is especially important, given the significant differences in lifestyle, awareness, and knowledge. However, we shouldn't be overly stressed; these obstacles are only temporary, and things will quickly return to normal, meeting the requirements and achieving the desired goal of improving the effectiveness and efficiency of public administration.

In reality, the administrative units that have undergone restructuring have now taken on a completely new appearance with a streamlined and efficient apparatus, resulting in cost savings. These experiences will help localities with restructured administrative units to implement the process more effectively and efficiently, both in terms of procedures and subsequent operation. However, the deeper and long-term issue remains the operation of the new administrative apparatus and the quality of service provided to citizens and businesses, given the increase in both population and natural area – with some wards and communes doubling in size – posing significant pressure in the long run. These issues need to be anticipated and addressed early on.

Above all, regardless of the arrangement or how personnel are utilized, the primary goal must be to streamline the administrative apparatus and enhance the quality of human resources. Ultimately, this administrative restructuring is not merely about mechanically reducing the number of district and commune-level administrative units, but rather a concrete step in implementing the Central Committee's and General Secretary To Lam's directive on streamlining the administrative apparatus to be "lean, efficient, effective, and efficient." Officials who do not meet the requirements should be dealt with promptly to avoid putting pressure on the system and to pave the way for future streamlining of the administrative apparatus at the grassroots level.
