This is the second consecutive year that Binh Duong has led the country in the rate of high school graduates passing the entrance exam and enrolling in schools.
In the top 10 provinces and cities with the rate of high school graduates passing and enrolling in university in 2023, all have increased rates compared to 2022.
Of which, Hanoi has the highest increase rate, over 13%. Da Nang and Ho Chi Minh City also have an increase rate of over 10%.
Two other centrally-run cities, Hai Phong and Can Tho, are not among the top 10 localities with the highest percentage of students enrolling.
On the contrary, in the group of 10 provinces with the lowest enrollment rates, many provinces have an increase of 8 to 10%.
In terms of economic regions, the Red River Delta and the Southeast have the largest number of enrollments. This is understandable because these are economically developed regions with many universities.
It is noteworthy that in these two regions, the number of candidates from the region enrolling is lower than the number of candidates from other regions enrolling. Meanwhile, in the remaining three regions, the number of candidates from the region enrolling is higher than the number of candidates from other regions.

Regarding the 2023 admission method, Ms. Nguyen Thu Thuy - Director of the Department of Higher Education - said that despite the ministry's warnings, universities still use too many admission methods.
This causes information confusion for candidates, does not ensure fairness between admission methods, many methods have very few, or even no candidates registering for admission.

From this result, the Ministry of Education and Training recommends that schools eliminate ineffective admission methods.
Schools need to analyze and compile statistics on the results of admission methods to ensure fairness between methods.
The Ministry has sent an official dispatch to schools requesting evaluation and comparison of academic results of students admitted by different methods.
"There is a difference in the admission results between the high school transcript and the high school graduation exam scores.
To ensure fairness, the ministry recommends that schools that consider transcripts need to have an additional quality assurance threshold based on high school graduation exam scores," Ms. Thuy suggested.
Early admission: More than 50% of candidates are virtual
Regarding the early admission form, Ms. Thuy said that schools compete to recruit with a very large number of schools, but the virtual rate in this form is very large.

Meanwhile, many universities believe that early admission has created more options for candidates, reducing the load on the system despite the large virtual ratio.
Mr. Le Truong Tung - Chairman of the Board of Directors of FPT University - said that the high rate of virtual early admissions is due to the Ministry's regulation of not allowing early admission. "Because the Ministry does not allow early admission, admitted candidates have other options. I propose that the Ministry of Education and Training allow early admitted candidates to enroll early" - Mr. Tung suggested.
