The types of crops supported by Thai Binh province according to the decision are more expanded than in 2023, including: corn, potatoes, soybeans, sweet potatoes, squash, and pumpkins.
Districts and cities with a production area of winter crops in 2024 higher than the corresponding area of these crops in the winter crop in 2023 according to data from the General Statistics Office will be supported with VND 500,000/ha.
Supported subjects include organizations, households and individuals with winter crop production areas in 2024 (crops supported according to regulations) whose production plans are approved by the District and City People's Committees and are eligible for support under the support mechanism of the District People's Committees.
Post-investment support method: District People's Committees use funds to support the development of locally supported crops in the 2024 winter crop according to the support mechanism approved by the District People's Committees.
In addition to the provincial budget support, localities proactively arrange funds from district and commune level funds to organize implementation according to their own local mechanisms and policies.

In recent years, Thai Binh province has had many policies to encourage farmers to grow winter crops. For example, in the 2023 winter crop, Thai Binh province has called on localities to promote solutions to expand the area of winter crops.
Accordingly, the winter crop area strives to reach 38,500 hectares or more to compensate for the crop area damaged by heavy rain and ensure an increase of 1,500 hectares compared to the 2023 Production Plan. Of which, the area of warm-loving winter crops strives to be planted at 19,300 hectares or more, including: Corn 5,100 hectares, an increase of 200 hectares; chili 1,000 hectares, an increase of 100 hectares; squash 5,500 hectares, an increase of 400 hectares; beans of all kinds 1,200 hectares... The area of cold-loving winter crops strives to be planted at 19,200 hectares, of which potatoes reach 4,120 hectares, an increase of 620 hectares. Thai Binh strives for the production value of winter crops in 2023 - 2024 to reach 3,400 billion VND or more, an increase of 2% compared to the winter crop in 2022 - 2023.
To support farmers in expanding and developing winter crops, in 2023, the People's Committee of Thai Binh province issued Decision 2198 on allocating more than 10 tons of crop seeds from the national reserve to support the province to provide to farmers in districts and cities producing winter crops in 2023 to overcome damage caused by heavy rains; Decision 2199 of the Provincial People's Committee on financial support to expand the production area of winter potatoes in 2023. Accordingly, 12.4 billion VND will be supported to expand the production area of winter potatoes in 2023 in localities in the province.
