Based on public opinion, cadres, Party members, and the people in the province all agree, trust, and deeply understand that this is a correct policy of the Central Committee, a "great revolution" of the Party aimed at restructuring the organizational apparatus to suit development requirements and building a streamlined, strong, efficient, effective, and effective political system. However, alongside this, there is still a segment of cadres, civil servants, and Party members who show signs of lack of focus and a lack of motivation, significantly affecting the progress and quality of work.
The reorganization of the administrative apparatus and the restructuring of administrative units are crucial tasks that must be undertaken to build a strong political system and lead the country into a new era of prosperous development. To meet the demands of this task during a period when the Party and State are determined to implement reforms from the central to local levels, the Provincial Party Standing Committee requests that all Party committees, governments, localities, cadres, civil servants, and Party members, especially those in leadership positions, comply with these requirements:
1. Uphold the revolutionary spirit and personal responsibility to the Party and the nation. Prioritize the common development of the locality and the country above all else; wholeheartedly implement the Party's policies with the highest determination, setting an example, being proactive and decisive in carrying out tasks.
2. Maintain discipline and order, ensuring the successful completion of assigned responsibilities and tasks in each position and role, absolutely preventing any disruption or delay in work that could affect the rights and interests of citizens, businesses, and the State. Be determined to achieve the goals and tasks set by the Provincial Party Committee in Resolution No. 55-NQ/TU dated December 4, 2024, on the direction and tasks for 2025; the 10 key tasks for socio -economic development outlined by the Provincial People's Committee (especially regarding state budget revenue collection, disbursement of public investment capital and national target programs, implementation of key projects, and addressing difficulties for businesses, etc.); and the Provincial People's Committee's Plan No. 102/KH-UBND dated February 24, 2025, on achieving the economic growth target for 2025 in Lao Cai province.
3. Effectively carry out political, ideological, propaganda, and mass mobilization work to create consensus and strengthen the people's trust in the Party's policy on restructuring and streamlining the organizational apparatus of the political system, aiming for an increasingly efficient and people-oriented system.
Party committees, party organizations, agencies, units, and individuals shall organize and implement this based on their functions and responsibilities.
