At the conference, Ho Chi Minh City granted the decision to approve the first organization to participate in the CoE Project to the Center for Nanostructured and Molecular Materials (INOMAR) under Ho Chi Minh City National University, the first unit recognized as eligible to participate in the city's CoE Project.

This is also the first announcement of a public science and technology organization that is eligible to be approved to participate in the CoE Project, and the first in the country, with a grant of VND85 billion from the Ho Chi Minh City People's Committee to realize the goal of building an international standard research and innovation center.

Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy commented: "The approval and announcement of the first batch of public science and technology organizations eligible to be approved to participate in the CoE Project is a practical achievement after a period of efforts to pilot specific mechanisms and policies on attracting and retaining talented people; financial mechanisms to implement the medium-term and long-term science and technology program... to create an environment of science and technology, innovation so that experts and scientists in public science and technology organizations can work with peace of mind as well as satisfy their passion for research, stimulate creativity, and contribute to creating breakthrough products for the economic and social development of the City".
The Vice Chairman of the Ho Chi Minh City People's Committee also expressed his hope that INOMAR will truly become a leading bird in the city's research and innovation network in key areas, and at the same time be a place to gather breakthrough ideas, projects with international significance, and scientific products with high practical value...
According to Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, the Department of Science and Technology has conducted many surveys and assessed the current status of public science and technology organizations in the area and identified barriers and shortcomings that need to be removed, such as the shortage of leading scientists, the modest number of international publications, limited investment resources, and especially the lack of strong enough policies to support and promote the formation and development of strong research groups.

The project builds a promotion mechanism to form and develop an international standard research center (CoE) with many new mechanisms: Salary and wage incentives can be up to 120 million VND/person/month for leaders and experts participating in the project; The city prioritizes public investment in facilities, laboratories, and modern equipment serving research activities; Programs and projects in the CoE project will be approved in general with specific goals and products, estimated budgets and funding according to the annual plan; All results of scientific research and technology development are assigned to the host organization automatically and without compensation (unless otherwise agreed)...
The above incentives aim to focus on forming and developing an international standard research center to enhance the City's position in science and technology in the Southeast Asian region in the spirit of Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045.
Recently, the Department of Science and Technology has announced the selection of public science and technology organizations to participate in the project. In the first phase, the department received 10 applications from 8 organizations and carefully reviewed and evaluated them, and only INOMAR was the first unit approved to be eligible to participate in the Project to build a promotion mechanism to form and develop an international standard research center.

“In the coming time, the Department will continue to act as a focal point, closely coordinating with departments, branches, sectors, universities, research institutes and enterprises to provide maximum support to approved centers. We will organize training on financial management, coordinate monitoring, KPI assessment and connect to international cooperation networks. The Department also calls on other public science and technology organizations in the city to continue researching, preparing documents and actively registering to participate in the Project in the next selection rounds,” Mr. Lam Dinh Thang shared.
