Reorganize 3 National Steering Committees into the National Civil Defense Steering Committee

(Chinhphu.vn) - Prime Minister Pham Minh Chinh signed Decision No. 1585/QD-TTg dated July 23, 2025 to reorganize the National Civil Defense Steering Committee; the National Steering Committee for Natural Disaster Prevention and Control; the National Committee for Incident and Disaster Response and Search and Rescue into the National Civil Defense Steering Committee.

Establish the National Civil Defense Steering Committee on the basis of merging 3 national-level Steering Committees.

Decision No. 1585/QD-TTg clearly states: The National Civil Defense Steering Committee (Steering Committee) is an inter-sectoral coordination organization, with the function of advising the Government and the Prime Minister in organizing, directing and operating civil defense activities nationwide; directly directing the Civil Defense Command Committees of central ministries and branches and the Provincial Civil Defense Command Committees.

Duties and powers of the Steering Committee

The Steering Committee advises the Prime Minister in developing and implementing policies, laws, strategies, projects, plans and directives of the Prime Minister on civil defense activities, response to natural disasters, catastrophes and search and rescue.

The Steering Committee is responsible for directing and coordinating ministries, ministerial-level agencies, government agencies, relevant agencies and organizations, and localities in carrying out civil defense activities; promulgating and abolishing civil defense levels; coordinating specialized and part-time civil defense forces to ensure prevention, response, and overcoming of consequences of incidents and disasters nationwide, and being ready to participate in international activities on humanitarian assistance and disaster relief. Propagating, disseminating, and educating about laws and knowledge; organizing training, drills, and exercises; constructing works and ensuring equipment; international cooperation; summarizing, concluding, and rewarding civil defense activities.

Structure and organization of the Steering Committee

Prime Minister Pham Minh Chinh is Head of the Steering Committee.

The Deputy Heads of the Steering Committee include: Deputy Prime Minister Tran Hong Ha (Permanent Deputy Head of the Committee); Minister of National Defense, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang; Acting Minister of Agriculture and Environment Tran Duc Thang; Minister of Health Dao Hong Lan.

Members of the Steering Committee include: General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense (Standing Member); Minister, Chairman of the Government Office Tran Van Son; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Science and Technology Nguyen Manh Hung; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Finance Nguyen Van Thang; Minister of Education and Training Nguyen Kim Son; Minister of Justice Nguyen Hai Ninh; Minister of Home Affairs Pham Thi Thanh Tra; Lieutenant General Dang Hong Duc, Deputy Minister of Public Security; Deputy Minister of Foreign Affairs Le Thi Thu Hang; Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep; General Director of Vietnam Television Nguyen Thanh Lam; General Director of Voice of Vietnam Do Tien Sy; General Director of Vietnam News Agency Vu Viet Trang; Vice President of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Executive Committee of the Youth Union Bui Quang Huy.

Operating regulations of the Steering Committee

On July 23, 2025, Prime Minister Pham Minh Chinh - Head of the National Civil Defense Steering Committee also signed Decision No. 107/QD-BCCĐ promulgating the Steering Committee's operating regulations.

This Regulation stipulates the working regime, tasks, powers and responsibilities of the members of the Steering Committee, the work handling process and working relationships of the Steering Committee.

Regarding the working regime, the Head, Deputy Heads and members of the Steering Committee work part-time.

The Steering Committee operates under a regime that emphasizes the personal responsibility of the head. The Head of the Committee is the final decision maker on matters of the Steering Committee; the Deputy Head is authorized to decide on a number of specific matters as assigned and authorized by the Head of the Committee; the members of the Steering Committee are responsible for implementing assigned tasks and proactively directing competent agencies to implement tasks in the assigned state management sectors and fields to implement programs, tasks, and projects on civil defense.

Direct and chair regular and ad hoc meetings when necessary; may assign and authorize the Deputy Head of the Steering Committee and members to chair meetings to discuss and decide on specific issues within the duties of the Steering Committee.

Steering Committee members are responsible for attending all meetings. In case they cannot attend, they must report to the Head of the Steering Committee and authorize a representative of the agency or unit to attend the meeting.

The Ministry of National Defense is the Standing Agency of the Steering Committee, performing the following specific tasks: Developing the Steering Committee's Work Program; organizing the apparatus of the Office of the National Civil Defense Steering Committee, including the Chief of Office, Deputy Chief of Office, and functional agencies to ensure the operation of the Steering Committee.

The Standing Office of the Steering Committee chairs extraordinary meetings to handle tasks outside the Steering Committee's Work Program related to civil defense tasks; urges the implementation of the Steering Committee's Operating Regulations, the Work Program, and regular and extraordinary tasks of the Steering Committee; in case of need to supplement or amend the Regulations, based on proposals from Steering Committee members, reports to the Head of the Committee for consideration and decision.

The Standing Office of the Steering Committee coordinates with the Standing Office of the Civil Defense Command of ministries, branches and localities to prepare necessary conditions for the operation of the Forward Command Center, the Steering Committee's working delegation to inspect and urge the response and overcoming of consequences of incidents and disasters...

The Office of the Steering Committee is responsible for monitoring and directing the Standing Office of the Civil Defense Command of ministries, branches and localities: Maintain civil defense duty; proactively respond to, overcome and handle incidents and disasters occurring in the area; implement regular and ad hoc reporting to the Steering Committee according to regulations.

In addition, the Office of the Steering Committee is responsible for monitoring the situation of incidents and disasters related to earthquakes, tsunamis, oil spills, toxic chemicals, radiation, nuclear, search and rescue at sea, and search and rescue by air nationwide; advising the Steering Committee and the Prime Minister to issue documents directing ministries, branches, and localities to develop plans, solutions, and mobilize forces and means for search and rescue missions.

The Office of the Steering Committee coordinates with the Government Office and relevant agencies to ensure conditions for the Steering Committee meetings; drafts documents directing, operating, and concluding regular and ad hoc meetings chaired by the Head, Permanent Deputy Head, and Deputy Head who is the Minister of National Defense related to earthquakes, tsunamis, oil spills, toxic chemicals, radiation, nuclear weapons, search and rescue at sea, and search and rescue by air.

The Office of the Steering Committee coordinates with the Ministry of Finance to unify the plan to purchase national reserve goods for civil defense work; the plan to issue national reserve goods to ministries, branches, and localities is reported to competent authorities for approval...

Regulations on work settlement

The regulations stipulate that the agency in charge of advising and assisting the Ministry-level Civil Defense Command regularly monitors the situation of incidents and disasters in the management field, promptly reports to the Civil Defense Command and Steering Committee members of the Ministry and sector.

When an incident causes serious damage , the presiding agency shall advise and assist the Civil Defense Command in each field in comprehensively managing the incident situation, reporting to the Civil Defense Command on related matters and proposing measures to respond to and overcome the incident.

The Central Civil Defense Command of ministries and branches advises and assists the Minister and Head of the branch in directing response and handling of incidents within the scope and field of state management of their ministries and branches.

Based on the incident situation, the Minister and Head of the sector will organize a working group to conduct a field inspection, or propose to the Steering Committee to organize a working group and assign members to conduct a field inspection.

The agency in charge of advising the Civil Defense Command in each management area prepares the content; reports to the Minister, Head of the sector - Steering Committee member proposes a meeting of the Steering Committee to strengthen measures and deploy forces and means to respond to and overcome the consequences of the incident; presides over and coordinates with the Steering Committee Office to synthesize the results of responding to and overcoming the consequences of the incident, and reports to the Steering Committee.

When a disaster occurs, the Minister and Head of a Central Sector, within the scope and field of state management of their ministry or sector, shall monitor the situation and effectiveness of the measures implemented to advise the Steering Committee on further measures.

The Minister of National Defense and the Minister of Public Security command the Army, Police, Militia, Civil Defense, and forces participating in protecting security and order at the grassroots level to respond to and overcome the consequences of disasters, and ensure security and order in areas affected by disasters.

The Steering Committee established a Working Group and assigned members of the Steering Committee to inspect and monitor the situation of disaster response and recovery; periodically hold meetings to assess the situation and deploy additional measures if necessary.

Ministers and Heads of Central Sectors, within the scope and field of state management of their ministries and sectors, shall preside over and advise and propose to the Steering Committee to organize the calling for, receiving and deploying international emergency support in emergency situations according to the provisions of law; coordinate with relevant ministries and sectors to guide, urge and inspect the deployment of supported resources for localities according to regulations.
