Professional team leader receives responsibility allowance: Towards work efficiency

GD&TĐ - The Ministry of Education and Training is seeking opinions on a draft Decree regulating salary policies, allowances, support and attraction regimes for teachers.

In which, the professional team leader no longer receives a “position allowance” but instead receives a “job responsibility allowance”. According to general records, this change is considered suitable to reality.

Increased responsibility

Ms. Pham Thi Dung - Principal of Pung Luong Primary School (Pung Luong, Lao Cai ) said that this change aims to properly assess the value of labor and the actual responsibility of the professional team leader. Not simply a position-based allowance, the new policy focuses on the complexity, pressure and workload they have to undertake.

At the same time, it helps professional group leaders receive allowances commensurate with their job responsibilities. Group leaders in large schools, with many students or subjects with more specific and complex characteristics will have the opportunity to receive higher allowances. This creates fairness, motivation and dedication for those who take on this role.

“In addition to teaching, the head of the professional group must take on many other tasks. Therefore, when the State pays attention and adjusts the policy on allowances in a direction that is suitable for the nature of the work, it will help teachers feel secure in their work. Many times, teachers work until they finish their work, not until they finish their hours, and have to leave late. I hope the new policy will ensure better results than the current one,” said Ms. Dung.

According to Ms. Ta Thi Thanh Binh - Principal of Thanh Xuan Secondary School (Noi Bai, Hanoi), Circular 20/2023 of the Ministry of Education and Training guiding on job positions, staff structure according to professional titles and quantifying the number of people working in public general schools and specialized schools, the list of leadership and management jobs only includes the positions of principal and vice principal, there are no leadership and management positions of professional group leaders and deputy group leaders.

However, the positions of professional group leader and deputy group leader are appointed by the principal every year; their workload is quite heavy. They are people with solid expertise, prestige and a high sense of responsibility; directly implementing professional tasks in the group, organizing all movement and union activities for group members.

The principal cited Circular 20/2023 of the Ministry of Education and Training which clearly stipulates: The head and deputy head of the professional group are entitled to 2 responsibility regimes: First, the head of the group receives a monthly responsibility allowance of 0.25, the deputy head of the group receives a monthly allowance of 0.15. Second, the head of the group is reduced by 3 teaching periods/week, the deputy head of the group is reduced by 1 teaching period/week.

“The draft Decree regulating salary policies, allowances, support and attraction regimes for teachers that the Ministry of Education and Training is developing this time stipulates that allowances for work responsibilities will not affect the rights of teachers who concurrently hold the positions of heads and deputy heads of professional groups and is also consistent with Circular 20/2023,” Ms. Ta Thi Thanh Binh further emphasized.

Preferential policy

With 24 years of experience in the industry, Ms. Nguyen Thi Nghin - Literature teacher and Head of Social Studies Group, Dinh Nup Primary and Secondary School (Pu To, Gia Lai) shared that the new policy of the Ministry of Education and Training, which is being drafted to collect opinions on regulations on allowances for teachers, has many positive new points, bringing joy to teachers.

Specifically, Ms. Nghin currently receives a monthly allowance equal to 0.25 of the basic salary. Last school year, the whole school had more than 300 students, and at the secondary level, each grade had only one class. The number of students and classes was not large, and there were few teachers, but the implementation of professional tasks for the entire social group was widespread, not only in Literature but also in many other subjects, so it was also a big challenge.

Receiving an allowance equal to 0.25% of the basic salary, Ms. Nguyen Thi Phuong Thao - English teacher and Deputy Secretary of the Ho Chi Minh Communist Youth Union, T78 Friendship School (Hanoi) assessed that when work is recognized and paid appropriately, the head of the professional group or equivalent will have more motivation to contribute and develop better, thereby improving the quality of education.

Clause 3, Article 9 of the draft new circular stipulates that teachers assigned to perform the duties of core teachers for 15 days/month are entitled to a responsibility allowance for that month; teachers assigned to be heads of professional groups/heads of subject groups; or heads of student management groups/heads of student counseling groups at educational institutions are entitled to a job responsibility allowance of 0.3 compared to the basic salary.

Teachers of ethnic minority languages in general education institutions and continuing education centers, if they ensure the number of teaching hours according to the norm, in which the number of ethnic minority language teaching periods is from 4 periods/week or more for teachers; from 2 periods/week or more for principals, vice principals and equivalent, are entitled to a job responsibility allowance equal to 0.3 compared to the basic salary.

Basically agreeing with the above draft, Ms. Nguyen Thi Ngan - Principal of Phu Nham Primary School (Dan Chu, Phu Tho) said that determining the appropriate allowance level for each professional team leader needs to be carried out carefully, ensuring accuracy, science and properly evaluating the work efficiency of the professional team leader.

“We need to develop detailed and transparent criteria and scales to assess the complexity, pressure and workload of each team leader. If the assessment is not fair and transparent, it can lead to comparisons between professional team leaders in the same school or between schools, which will negatively affect solidarity and the working environment,” Ms. Ngan said.

“Regardless of leadership allowance or responsibility, the head/deputy head of the professional group still enjoys the same two benefits, additional responsibility allowance and reduced teaching hour quota. Overall, this draft has more open directions to increase the treatment and allowances for teachers,” said Ms. Bui Thi Kim Hoa - Deputy Head of the Social Sciences Group, Thanh Xuan Secondary School (Noi Bai, Hanoi).
