Among the 12 units with revenue of trillions of VND, there are 8 public universities and 4 private universities. According to public data of the schools, the main source of revenue is tuition and fees, but the proportion varies from school to school.
Ho Chi Minh City University of Economics (UEH) will lead the country in revenue among public universities in 2024, at nearly VND1,887 billion. Of which, revenue from tuition fees is VND1,281 billion (accounting for over 67%). In addition, another significant source of revenue is from university science and technology transfer at 27%.
Hanoi University of Science and Technology has a total revenue of 1,502 billion VND in 2024. Of which, revenue from tuition fees is 1,277 billion VND (accounting for 85%).
Ton Duc Thang University's revenue in 2024 will reach more than 1,224 billion VND. Of which, tuition fees account for 1,072 billion VND (over 87%).
Ho Chi Minh City University of Medicine and Pharmacy has a total revenue of 1,123 billion VND in 2024. Of which, tuition fees contribute 821 billion VND (accounting for 73%).
Ho Chi Minh City University of Technology (Ho Chi Minh City National University) has a total revenue of 1,184 billion VND in 2024. Of which, tuition fees are 873 billion VND (accounting for nearly 74% of total revenue).
Ho Chi Minh City University of Technical Education has a total revenue of 1,120 billion VND in 2024. Of which, tuition fees account for 976 billion VND (over 87%).
Ho Chi Minh City University of Technology has a total revenue of more than 1,380 billion VND. Of which, the school's revenue from tuition and student fees is 1,309 billion VND (accounting for nearly 95%).
Nguyen Tat Thanh University's total revenue in 2024 will be over VND1,669 billion. Of which, revenue from education and training accounts for over VND1,654 billion.

What regulations determine the tuition fees for 'trillion-dollar universities'?
Tuition fees for the 2025-2026 school year are determined by public universities based on Decree No. 238 of the Government regulating tuition policies, exemptions, reductions, tuition support, support for learning costs and service prices in the field of education and training. Accordingly, for schools with autonomy in regular and investment expenditures, tuition fees are determined to be 2.5 times higher than for non-autonomous schools (between 38-77.5 million VND depending on the field).
For training programs that meet quality accreditation standards, universities will base their tuition fees on economic-technical standards or cost standards for each training major issued by the school.
Tuition fees at trillion-dollar schools
Of the 12 universities with revenue of thousands of billions, 8 public universities collect tuition fees according to government regulations and 4 private universities are allowed to decide their own tuition fees. Of which, the tuition fees of these public universities are all autonomous schools. In the 2025-2026 school year, tuition fees will vary depending on the major and training program.
Hanoi University of Science and Technology charges tuition fees for advanced training programs (Elitech) of 35 to 45 million VND/year; data science and artificial intelligence (IT-E10), logistics and supply chain management of 64 to 67 million VND/year; and international professional English dual degree program of 51 million VND/year.
National Economics University tuition fee for standard program is 18 to 25 million VND/year; Advanced, high-quality, application-oriented program (POHE), trained in English is 41 to 65 million VND/year.
Ho Chi Minh City University of Technology (Ho Chi Minh City National University) regular program, standard tuition fee: 30 million VND/year; Japanese orientation/transfer program: 60 million VND/year; English-taught program, advanced program, international transfer fee: 80 million VND/year.
The highest tuition fee at Ho Chi Minh City University of Medicine and Pharmacy is 84.7 million VND/year for dentistry; 82.2 million VND/year for medicine; 60.5 million VND/year for pharmacy; 50 million VND/year for traditional medicine, preventive medicine, and pharmaceutical chemistry; 30 million VND/year for social work; and 46 million VND/year for the remaining majors.

Ton Duc Thang University tuition fees for standard programs range from 29.77 to 66.79 million VND/year; advanced programs from 53 to 64 million VND/year; English training programs from 78 to 84 million VND/year; Khanh Hoa Branch from 20 to 24 million VND/year.
Ho Chi Minh City University of Technical Education tuition fees for Vietnamese training programs range from 32.5 to 40 million VND/year; English training programs are 62 million VND/year; and Vietnamese-Japanese training programs are 51 million VND/year.
Ho Chi Minh City University of Industry tuition fee for economics major is 32.8 million VND/year; for engineering technology major is 33.5 million VND/year; for pharmacy major is 53.5 million VND/year.
