Specifically, the judges said Russia had violated the anti-discrimination treaty by failing to support Ukrainian-languageeducation in Crimea after unilaterally annexing the peninsula from Ukraine in 2014. In the ruling, the court ordered Russia to comply with the treaties, Reuters reported.
Previously, Ukraine accused Russia of trying to erase the culture of the Tatar and Ukrainian peoples.

Anton Korynevych, Ukraine's representative at the ICJ, stressed that the new ruling was important for Kyiv because it showed that Russia was "violating international law". He told reporters after the ruling: "This is the first time that Russia has been legally called a violator of international law".
Kyiv filed a lawsuit with the ICJ in 2017, accusing Moscow of violating an anti-terrorism treaty by funding pro-Russian separatists in Ukraine.

On this charge, the judges argued that Moscow had violated the UN anti-terrorism treaty, by failing to investigate legitimate allegations that some funds had been sent from Russia to Ukraine that could have funded terrorist activities.
The 16-judge panel ordered Russia to investigate any legitimate allegations of terrorism funding but rejected Kyiv's claim for compensation.
The court also refused to rule on Kyiv's claims that Moscow was responsible for the crash of Malaysia Airlines Flight MH17 over eastern Ukraine in 2014, which killed all 298 passengers and crew members.
Explaining the decision, the court said that the acts of "financing terrorism" only apply to financial and monetary support, not to the provision of weapons or training as alleged by Ukraine.
The court's judgment is final and not subject to appeal. However, the court has no power to enforce the judgment.
TASS news agency quoted a statement issued by the Russian Foreign Ministry on February 1: "The court has practically rejected all of Ukraine's claims and recognized that Russia's policies are consistent with the Convention. There is no discrimination against Crimean Tatars and Crimean Ukrainians."

"The case is closed. Russia is not obliged to take any special measures to implement this judgment. All claims of Ukraine for compensation are rejected," according to the Russian Foreign Ministry .
