The resettlement apartment building at 5A, 7A Le Duc Tho street (Tu Liem ward) belongs to the Southwest University of Commerce apartment project, built with the purpose of resettling households in the area of land clearance in the districts of Cau Giay, Ba Dinh, Dong Da (old) and Nguyen Van Huyen extended street, put into operation since 2016 with many amenities.

However, over the past 2 years, the service kiosks of the 2 buildings have been abandoned and have no tenants. Over time, the facilities and infrastructure of the kiosks have seriously degraded, causing waste.

Recording the reality at the commercial service area on the 2nd floor of apartment buildings No. 5A and 7A Le Duc Tho Street, Hanoi Moi Newspaper reporters noticed that all the stores were closed. Because the 1st floor was designed as a parking lot, the 2nd floor was the main lobby and rooms for service business, most of the kiosks were located out of sight, making it difficult to attract people who need to do business in services. Some kiosks that were previously rented out have temporarily stopped operating, but the old signs have not been removed, making the storefronts shabby, shabby, and degraded. The surrounding walls have faded paint, mixed with dust and dirt over time, making them look desolate and deserted. The empty rooms are degraded, with broken ceilings and lights all over the floor. Ms. Tran Thu Ha, a resident of apartment building 7A Le Duc Tho street, said: "The area of the kiosks is left empty and not rented out or used for activities of the residents in the apartment building, so it is really a waste. We really hope that the local government and management agencies will have policies to change this problem."

Regarding the situation of degraded and abandoned kiosks at apartment buildings No. 5A and 7A Le Duc Tho Street, according to the Hanoi Department of Construction, since the outbreak of the Covid-19 pandemic, business has been ineffective, so the shops here have no tenants. Another objective reason is that the starting price for auctioning at some locations is relatively high, not attractive. Regarding subjective reasons, according to Deputy Director of the Hanoi Department of Construction Mac Dinh Minh, the organization of establishing, appraising and approving the rental price list for areas eligible for auction is still slow. On the other hand, the progress of preparing, submitting, appraising and approving the plan for management and exploitation of public assets for the above area according to Decree No. 108/2024/ND-CP dated August 23, 2024 of the Government (regulating the management, use and exploitation of houses and land that are public assets not used for residential purposes and assigned to organizations with the function of managing local housing business for management and exploitation, effective from October 15, 2024) is still sluggish.

Therefore, in the coming time, to speed up the auction of service business areas in resettlement areas in general and with resettlement apartments No. 5A, 7A Le Duc Tho Street in particular, the Department of Construction has reported and proposed solutions to the Hanoi People's Committee. In particular, for service business areas with ineffective and unattractive investment locations such as the two buildings 5A, 7A Le Duc Tho Street, the Department of Construction proposed to allow this unit to review and report to the City People's Committee to consider changing the function of use (if necessary). The Department also proposed to convert part of the service business area to public functions, converting it into community activity houses, playgrounds, libraries... for buildings that lack community cultural institutions or propose the City People's Committee to allow the handover of service business areas to the local ward level for management, serving public purposes.

The fact that the entire service business area at resettlement apartment building No. 5A, 7A Le Duc Tho street has been left vacant for a long time is a huge waste, especially when residents here are lacking places for community activities, entertainment, etc. Therefore, the proposals that the Department of Construction submitted to the City People's Committee on converting the functions of areas with ineffective investment locations are extremely necessary, in order to use the abandoned area more effectively, serving the lives of the people.
