Dear Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam ! Dear leaders and former leaders of the Party, State and Vietnam Fatherland Front! Dear National Assembly delegates, distinguished guests! Dear compatriots, comrades and voters nationwide! At this special moment, I am very moved, honored and fully aware of the great responsibility before the Party, State and People when the National Assembly trusts and confided in me to hold the position of President of the Socialist Republic of Vietnam. I would like to sincerely thank the Party Central Committee, the Politburo, the Secretariat, Comrade General Secretary To Lam and the leaders of the Party and State for trusting and recommending me to take on this noble responsibility; I would like to express my sincere respect and infinite gratitude to beloved Uncle Ho; I would like to express my deep gratitude to the great contributions of our predecessors, veteran revolutionaries, heroic Vietnamese mothers, heroes, martyrs, wounded and sick soldiers, compatriots, comrades and people across the country who have strived, were ready to sacrifice and make sacrifices so that our country can have the foundation, potential, position and international prestige as it is today. Dear National Assembly, compatriots, comrades and voters across the country, In February 1975, in the heroic atmosphere of the whole country turning towards the beloved South, I volunteered to join the army, with the awareness and thought: Go to fight to liberate the South, unify the country and only hope that on the day of victory, I will return alive and happy; absolutely do not think, do not dream of reaching this level or that position. Up to now, in the blink of an eye, it has been nearly 50 years of serving the revolution. I have gone through many working positions, been trained and tested in the fight to protect the Fatherland; matured from a soldier to a high-ranking leader of the Party. Regardless of my position or assigned tasks, I am always steadfast and politically steadfast, absolutely loyal to the Party, the Fatherland and the People, striving to overcome difficulties and challenges, actively studying, cultivating, training, preserving moral qualities, lifestyle and improving working capacity; wholeheartedly striving to successfully complete all tasks assigned by the Party, State, Army and People. On this occasion, I would like to express my deep gratitude to the Party, State, Army, Party committees and authorities at all levels; thank the leaders, former leaders, comrades, teammates and People for educating, training, loving, protecting, guiding and creating conditions for me to complete my tasks and grow up as I am today.

Dear National Assembly, compatriots, comrades and voters nationwide, In response to the increasingly high demands of the cause of national construction and defense, in my new position, as I have just sworn before the National Assembly, compatriots, comrades and voters nationwide; I will do my utmost to strive to fulfill my duties as President according to the Constitution of the Socialist Republic of Vietnam and the tasks entrusted to me by the Party, State and People; continue to preserve and strengthen the high solidarity and unity within the Party; together with the entire Party, people and army, continue to take care of building and promoting the strength of great national solidarity; build a clean and strong socialist rule-of-law state that is truly of the people, by the people and for the people; strengthen national defense and security, build a revolutionary, disciplined, elite and modern people's armed forces that are always an absolutely loyal and trustworthy political and fighting force of the Party, State and people; build and consolidate the "people's hearts position", the all-people national defense position and the solid people's security position; consistently implement the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization, diversification, proactive and active international integration, ensure the highest national interests, Vietnam is a friend, a reliable partner, an active and responsible member of the international community; resolutely and persistently protect the independence, sovereignty, unity and territorial integrity of the country, maintain a peaceful and stable environment for national construction and development. Resolutely pursue the goal of national independence and socialism, strive to build a Vietnam with rich people, strong country, democracy, fairness, civilization, prosperity and happiness. To fulfill this noble responsibility, together with my own efforts and determination, I respectfully hope that the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the leaders and former leaders of the Party, the State and the Vietnam Fatherland Front; all levels, sectors, localities, agencies, organizations, compatriots, comrades and voters nationwide and our compatriots abroad will support, help and create conditions for me to successfully complete the assigned tasks. I respectfully wish Comrade General Secretary To Lam, the leaders and former leaders of the Party, the State and the Vietnam Fatherland Front, National Assembly deputies, distinguished guests, compatriots, comrades and voters nationwide good health, happiness, all the best and success.
