Overview of the working session

  Politburo member and President Luong Cuong chaired the meeting. Also present were Politburo members: Nguyen Van Nen, Standing Member of the Subcommittee on Documents for the 14th Party Congress; Phan Dinh Trac, Head of the Central Internal Affairs Committee; and Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front. Also present at the meeting was Tran Luu Quang, Secretary of the Central Committee of the Party and Secretary of the Ho Chi Minh City Party Committee.

Representing the Hue City Party Committee were: Member of the Central Committee of the Party, Secretary of the City Party Committee, Chairman of the City People's Council, and Head of the Hue City National Assembly Delegation Le Truong Luu; Standing Deputy Secretary of the City Party Committee Pham Duc Tien; Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Phuong, along with other members of the Standing Committee of the City Party Committee.

Preparations are basically complete.

In accordance with Directive 45-CT/TW of the Politburo and the guidance of the Central Party Committees on Party congresses at all levels leading up to the 14th National Congress of the Party, preparations for the 17th Congress of the Hue City Party Committee, term 2025-2030, have been basically completed, ensuring the progress, quality, and requirements set forth. The City Party Committee has issued numerous directives, established subcommittees for documents, personnel, and organization to serve the Congress; and simultaneously established 6 working groups to directly supervise and guide the congresses of subordinate Party committees.

At the meeting, City Party Secretary Le Truong Luu reported: During the process of drafting the document, the Standing Committee of the City Party Committee organized many conferences to gather opinions; consulted with veteran revolutionaries, key officials from various periods, and intellectuals; and widely publicized the draft through mass media to solicit public feedback. In addition, the City Party Committee also sought opinions from central ministries and agencies to finalize the document before submitting it to the Politburo.

The theme of the 17th Congress of the Hue City Party Committee is: “Strengthening the building of a clean and strong Party and political system; promoting the strength of the entire people; accelerating innovation, mobilizing all resources, creating breakthroughs in socio-economic development, maintaining national defense and security; building Hue City into a rapidly developing, sustainable city with a rich cultural identity.”

The draft Political Report consists of two parts. The first part assesses the five-year implementation of the Resolution of the 16th Provincial Party Congress and the Resolution of the 13th National Party Congress, while also reviewing 35 years of construction and development. The second part outlines the direction, tasks, and solutions for the 2025-2030 term.

During the new term, the City Party Committee will implement five key programs: developing a comprehensive, modern, and smart urban area linked to heritage cities; developing industry (including digital technology industry, cultural industry linked to tourism and services); developing science, technology, innovation, and digital transformation; developing the private economy; and developing high-quality human resources.

To implement this, the Party Committee is deploying three groups of solutions concerning mechanisms and policies; mobilizing and utilizing resources, attracting investment; developing human resources, especially high-quality human resources; and investing in completing a synchronous, modern, and smart infrastructure system; and exploiting the advantages of the heritage city to develop tourism and services. It is also promoting the development of science, technology, innovation, and digital transformation.

Regarding personnel plans, the City Party Committee assessed the implementation of personnel work for the 2020-2025 term, in conjunction with reviewing planning, evaluating, assigning, and arranging cadres before the congress, and developing personnel plans for the 2025-2030 term. The City Party Committee also implemented the personnel nomination process in accordance with regulations and principles, strictly, promoting democracy, and creating high consensus. The nominated personnel met the standards and conditions according to Directive No. 45-CT/TW and the regulations of the Politburo.

Leveraging strengths and creating breakthroughs in the new term.

Concluding the meeting, President Luong Cuong emphasized that Hue City needs to review and reassess its inherent strengths, thereby maximizing them to create breakthroughs in the new phase. Clearly recognizing what has been achieved and what remains limited will help Hue build a correct and solid development orientation, creating a breakthrough transformation and meeting the requirements when it becomes a centrally-governed city.

According to President Luong Cuong, culture is a special strength and a great resource for Hue. No matter what, Hue must always prioritize the task of preserving heritage, maintaining cultural identity, and safeguarding the people of Hue. This is both a responsibility and a distinct competitive advantage for Hue in its development process.

The tourism and service sector needs more thorough discussion by the City Party Committee, the government, and relevant departments, especially regarding its close connection with the projects and strategies already developed since Hue became a centrally-governed city. Hue tourism is not just about exploiting landscapes and historical sites, but also about enhancing the cultural values, lifestyle, and people of Hue to create a unique and sustainable attraction.

President Luong Cuong emphasized that the construction of a two-tiered local government apparatus must focus on efficiency, effectiveness, and effectiveness. The government must be truly close to the people, listen to them, and serve them. This is a decisive factor in consolidating trust, creating social consensus, and thereby mobilizing the combined strength for development. At the same time, building a team of high-quality, capable, dedicated, and proactive officials is also a top priority, because officials are the key factor in directly implementing and realizing policies and guidelines.

The President also noted that, in order for development orientations to be implemented effectively, Hue needs to strengthen its communication efforts and develop specific, practical action programs. Every official, Party member, and citizen must clearly understand their responsibilities and roles, thereby working together to realize the major goals. Hue also needs concrete solutions and actions to make every citizen of Hue even more proud of their homeland. This is also an important driving force to create unity and mobilize maximum resources for development.

One of the key tasks mentioned by President Luong Cuong is that Hue needs to find breakthrough solutions to increase budget revenue, considering this an important foundation for reinvesting in infrastructure, culture, tourism, and social welfare. With strong financial resources, Hue will be able to maximize its potential and advantages, affirm its role and position as a city of unique heritage and culture, and meet the requirements of development in the era of deep integration.

In his remarks, Party Secretary Le Truong Luu, on behalf of the Standing Committee of the City Party Committee, respectfully thanked the President, the members of the Politburo, and the Secretaries of the Central Committee of the Party for their guidance on the contents of the documents and personnel plans of Hue City in preparation for the 17th Provincial Party Congress.

The Standing Committee of the Hue City Party Committee seriously and fully absorbs the directives of the Politburo and the Secretariat, as well as the opinions of various committees, ministries, and agencies, to further refine the congress documents and the Action Program for implementing the congress resolution. We strive our utmost to successfully organize the City Party Congress, moving towards a new term with renewed vigor and determination, befitting its status as a centrally-governed city.
