10 key tasks and solutions for the 2025-2026 school year of the Education sector

On August 20, the Ministry of Education and Training issued the Plan of key tasks and solutions for the 2025-2026 school year of the Education sector.

The 2025-2026 school year is the first school year to implement the Resolution of the 14th National Party Congress; the Resolution of the National Assembly on the 5-year Socio -Economic Development Plan 2026-2030.

This is also the school year when the whole country implements the Politburo's Resolution on breakthroughs in education and training development; the Law on Teachers; the National Assembly's Resolution on exemption and support of tuition fees for preschool children, general education students, and those studying educational programs in the national education system; and the National Assembly's Resolution on universalizing preschool education for children from 3 to 5 years old.

In order to effectively implement the Party and State's policies and guidelines on education and training, and successfully achieve the set goals, the Education sector has determined the theme of the 2025-2026 school year as: "Discipline - Creativity - Breakthrough - Development" with 10 key tasks and solutions:

Firstly, perfecting institutions, enhancing the effectiveness and efficiency of state management of education; innovating school governance.

Second, continue to innovate and improve the quality of preschool education, general education and continuing education.

Third, ensure fairness in access to quality education for learners.

Fourth, develop a team of teachers and educational institution managers to meet the requirements of educational and training innovation.

Fifth, improve the efficiency of state budget use, mobilize investment resources to strengthen facilities and improve the quality of education and training.

Sixth, innovate political, ideological, ethical education, national defense and security education, physical education, and school health.

Seventh, modernize university education and vocational education, create breakthroughs in human resource training, especially high-quality human resources associated with scientific research and innovation.

Eighth, strengthen international integration in education and training.

Ninth, promote digital transformation and administrative reform in the field of education and training.

Tenth, effectively carry out emulation movements and communication work throughout the industry.

The plan clearly states: The Chairman of the Provincial and Municipal People's Committee shall issue documents directing and organizing the implementation of tasks and solutions for the 2025-2026 school year of the Education sector, in accordance with local realities.

The Director of the Department of Education and Training, based on this Plan and the practical situation of the locality, shall advise the Provincial and Municipal People's Committees to issue directive documents on key tasks and solutions for the 2025-2026 school year in the locality and organize implementation; coordinate with departments, branches, sectors at the same level and the Commune-level People's Committees to direct, inspect and urge educational institutions in the locality to well perform the tasks of the 2025-2026 school year.

Report to the Ministry of Education and Training on: the preparation for the school year and the organization of the opening ceremony of the 2025-2026 school year before September 10, 2025; the first semester review before January 31, 2026; the summary of the implementation of tasks and key solutions for the 2025-2026 school year; the results of the implementation of emulation criteria, proposals for consideration of rewards for the school year before June 25, 2026; the implementation of state management of education when implementing two-level local government.

Directors of universities and academies; principals of universities, pedagogical colleges, and vocational training institutions direct and organize the effective implementation of key tasks and solutions for the 2025-2026 school year at their units.

Officials, civil servants, public employees, and workers of educational management agencies at all levels; teachers and workers at preschools, general education, continuing education, vocational education, universities, and pedagogical colleges must seriously implement this Plan and the Plans of their agencies and units.
