How long will we have to wait before restoring the One Pine Tree historical site?

The One Pine Tree historical site is a significant cultural and historical landmark in Quang Nam province. On March 28, 1930, the Provisional Quang Nam Provincial Party Committee was established at this location, with Comrade Phan Van Dinh as its Secretary.

This was also where the Central Vietnam Regional Party Committee and the Quang Nam Provincial Party Committee discussed strategies and disseminated resolutions. It was also here, on May 1, 1930, that the newspaper "Lược Cày" (The Plowshare) – the voice of the Quang Nam Provincial Party Committee – published its first issue, contributing to the widespread dissemination of the Party's revolutionary guidelines to the people.

Since November 2021, the People's Committee of Quang Nam province has approved the investment plan for the project "Restoration of the One Pine Tree historical site, the founding location of the Quang Nam Provincial Party Committee" and assigned the People's Committee of Hoi An city as the project's investor with a total investment of 15 billion VND. By August 2022, the Provincial People's Committee had approved the plan for selecting contractors for this project with 13 bidding packages worth nearly 14 billion VND.

However, in 2023, the Standing Committee of the Provincial Party Committee requested a review and adjustment of the scale and architectural and landscape design towards an open space, economical investment, and efficient use; and that the construction of the Provincial Party Committee's Traditional House not be undertaken.

Subsequently, the Provincial People's Committee decided to cancel the bidding process for the construction and equipment installation of this project. According to the leaders of Hoi An City People's Committee, before this decision, the city had completed all the necessary steps, selected a construction unit, and was only waiting for the commencement of work. However, they ultimately had to start over and redo all the procedures as directed by the province.

Mr. Pham Phu Ngoc, Director of the Hoi An Cultural Heritage Conservation Management Center, said that Hoi An recently resubmitted the investment plan for the restoration project of the One Pine Tree relic to the Department of Planning and Investment for appraisal. Since the project is only at the investment plan submission stage, it will be difficult to disburse funds by the end of the year, even though the province has allocated 8 billion VND for 2024.

Mr. Doan Ngoc Quang, Deputy Director of the Department of Planning and Investment, informed that the Provincial Party Standing Committee's opinion was to adjust the project scale. Once the scale is adjusted, the investment policy must also be adjusted. After adjusting the investment policy, a feasibility study report will be prepared.

It is expected that the bidding procedures will not be completed until early 2025, and the project will be substantially completed by the end of 2025. This project is already included in the medium-term public investment plan for 2021-2025, so there is no shortage of funding; it will be fully allocated after the procedures are approved.

In about six months, Quang Nam will solemnly celebrate the 95th anniversary of the establishment of the Provincial Party Committee (March 28, 1930 - March 28, 2025) and the 50th anniversary of the Liberation of Quang Nam Province (March 24, 1975 - March 24, 2025).

If this project to restore this "historical site" is completed in time for this important anniversary, it will be a very meaningful event to promote the value of the relic and express gratitude to the generations of revolutionary soldiers throughout history. Unfortunately, the project is not large in scale and could be completed in a short time, but it is still awaiting the completion of necessary procedures…
