Restoring the One Pine Tree relic, how long will it take?

The One Pine Tree relic is a site of important cultural and historical value in Quang Nam province. At this location, on March 28, 1930, the Conference to establish the Quang Nam Provisional Provincial Party Committee took place, with comrade Phan Van Dinh as Secretary.

This is also where the Central Region Party Committee and Quang Nam Provincial Party Committee discussed directions and disseminated resolutions. Also here, on May 1, 1930, the first issue of the Plowshares newspaper - Voice of the Quang Nam Provincial Party Committee was published, contributing to widely propagating the Party's revolutionary line to the people.

Since November 2021, the People's Committee of Quang Nam province has approved the investment policy of the project "Renovating the One Pine Tree relic, the place where the Quang Nam Provincial Party Committee was established" and assigned the People's Committee of Hoi An city to be the project investor with a total investment of 15 billion VND. By August 2022, the Provincial People's Committee had approved the plan to select contractors for this project with 13 bid packages worth nearly 14 billion VND.

However, by 2023, the Provincial Party Standing Committee has requested to review and adjust the scale and architectural and landscape design plans towards open space, economical investment and efficient use; not to invest in the construction of the Provincial Party Committee's Traditional House.

After that, the Provincial People's Committee decided to cancel the bidding package for construction and equipment installation of this project. According to the leader of the People's Committee of Hoi An City, before this decision, the city had completed all steps, selected the construction unit and was just waiting to start construction, but in the end, it had to go back to the beginning to redo all procedures according to the direction of the province.

Mr. Pham Phu Ngoc - Director of Hoi An Cultural Heritage Management and Conservation Center said that Hoi An has recently resubmitted the investment policy of the project to restore the One Pine Tree relic to the Department of Planning and Investment for appraisal. This project is only at the stage of submitting the investment policy, so it is very difficult to disburse capital from now until the end of the year, even though the province has allocated 8 billion VND in 2024.

Mr. Doan Ngoc Quang - Deputy Director of the Department of Planning and Investment informed that the opinion of the Provincial Party Standing Committee is to adjust the scale of the project, when the scale is adjusted, the investment policy must be adjusted. After adjusting the investment policy, a feasibility study report will be prepared.

It is expected that the procedures for bidding will be completed by early 2025 and the project will be basically completed by the end of 2025. This list is included in the 2021-2025 medium-term public investment plan, so there is no shortage of capital and it will be fully re-allocated after the procedures are approved.

In just about half a year, Quang Nam will solemnly celebrate the 95th anniversary of the founding of the Provincial Party Committee (March 28, 1930 - March 28, 2025) and the 50th anniversary of the Liberation of Quang Nam Province (March 24, 1975 - March 24, 2025).

If the project to restore this “red address” is completed on the occasion of this solemn anniversary, it will be a very meaningful event to promote the value of the relic, showing gratitude to generations of revolutionary soldiers throughout history. Unfortunately, the scale of this project is not large, it can be completed in a short time but up to now it is still waiting for the completion of procedures…
