General Secretary: Ensure enough schools, classes, teachers, rectify negative practices in education

General Secretary To Lam chaired a meeting this afternoon on implementing Resolution No. 71 of the Politburo on breakthroughs in education and training development.

Reporting at the meeting, Minister of Education and Training Nguyen Kim Son said that Resolution No. 71 has attracted widespread attention from teachers, parents, students and experts, demonstrating high consensus, considering this a correct and timely step, affirming social trust in the strategic innovations of the education sector.

The Ministry is actively coordinating with the Central Propaganda and Mass Mobilization Commission to prepare for the organization of a national conference to disseminate and implement Resolution No. 71; and to develop a draft action program of the Government . Currently, the draft is being completed to seek comments from relevant ministries and branches before submitting to the Government.

Regarding some specific contents that have been implemented, the Ministry of Education and Training has submitted to the Government a Decree dated September 3 regulating policies on tuition fees, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training.

The Ministry has drafted a decree on the policy of supporting lunch for primary and secondary school students in land border communes. Currently, the Ministry of Education and Training has sent it to the Ministry of Justice for review.

The Ministry of Education and Training has completed the draft decree detailing the implementation of Resolution No. 218 of the National Assembly on universal education for children from 3 to 5 years old (implemented according to simplified procedures).

Both of these decrees are being submitted to the Government for consideration and promulgation in September for timely application from 2025-2026.

Based on the proposals of 22 provinces and cities with land borders, the Ministry of Education and Training has compiled and selected a list of 100 schools. Including 83 newly built schools and 17 schools renovated, upgraded, and expanded on existing facilities in 18/22 border provinces and cities for investment in 2025, to be completed before August 30, 2026, and sent to the Ministry of Finance on September 8, 2025 for consideration, balancing, and capital allocation.

These are schools that have been carefully reviewed by localities, conditions prepared, selected, and investment plans proposed.

Schools will be invested synchronously and modernly, ensuring technical standards, school size, area, and classrooms; have enough facilities to serve learning, cultural and spiritual training, and living conditions. The Ministry of Education and Training has issued an Official Dispatch guiding the work of school councils of public educational institutions.

The ultimate goal must be to improve the quality of teaching and learning.

Concluding the meeting, General Secretary To Lam stated that the concretization and development of an action program to implement Resolution No. 71 is very important, will determine the success of the resolution and must overcome the situation where the policy is correct but implementation is ineffective.

The General Secretary assigned the Party Committee of the Ministry of Education and Training to preside over and coordinate with relevant agencies to fully absorb opinions expressed at this meeting to supplement and complete the action program to implement Resolution No. 71 of the Politburo, and report to the Government for approval.

The General Secretary noted some core contents of Resolution No. 71, perfecting legal institutions; building national target programs, developing preschool education, general education, and higher education; innovating programs, content, and mechanisms, ensuring facilities, enough schools, enough classes, enough teachers, and correcting limitations and negative aspects in the education sector...

These contents need to be institutionalized, specifically implemented, responsibilities clearly assigned, and there must be a detailed roadmap and timeline for completion.

The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that people and society can clearly see the breakthrough changes of the resolution.

The General Secretary emphasized the wish of the Party and the education and training sector that the resolution must bring about immediate changes in the sector, especially for teachers and staff in charge of management in the education sector.

How to move towards the ultimate goal of improving the quality of teaching and learning. The Party and the State will pay attention and create all conditions for the industry to successfully implement the goals stated in the resolution.

The General Secretary assigned the Central Organizing Committee to research, design and build a reasonable Party organization system in the education sector, ensuring the Party's direct and comprehensive leadership role in education and training work, avoiding formalities; especially paying attention to encouraging Party membership admission among students.

The Central Propaganda and Mass Mobilization Commission shall preside over and coordinate with the Party Central Office and relevant agencies to carefully prepare the content and program to organize the conference to disseminate Resolution No. 71 along with other resolutions, ensuring that the implementation of the resolution creates excitement, enthusiasm, and common determination throughout the entire political system, especially among teachers.
