On the morning of October 14, at the solemn session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, General Secretary To Lam delivered a speech directing the congress, suggesting many key issues for Ho Chi Minh City in the coming time.
The General Secretary highly appreciated the efforts and positive results of the Party Committee, government and people of Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau before the merger. Currently, the economic scale of Ho Chi Minh City after the merger has reached 123 billion USD, comparable to many large cities in the region, with budget revenue accounting for more than 1/3 of the total national revenue.
The central government and people across the country have high expectations that the new Ho Chi Minh City will become a model "super city", forming new growth drivers, rising to the level of international cities.

Regarding the tasks for the 2025-2030 period, the General Secretary highly agreed with the contents of the document and at the same time suggested important issues.
First, the General Secretary emphasized the work of Party building, focusing on building two-level local governments, taking care of building a team of leaders, especially strategic and key officials, and heads at all levels, considering this a strategic breakthrough of the strategy.
"That team must have strong political will, moral integrity, strategic thinking, good expertise, outstanding leadership and management skills, the ability to work in an international environment and the ability to solve complex problems. They must be a new generation of leaders, daring to think, daring to do, daring to take responsibility and having the spirit of serving the people," the General Secretary said.
To realize the vision and development goals of the new period, the General Secretary requested that Ho Chi Minh City needs to creatively apply major policies and guidelines of the Party and State, turn guidelines into actions, resolutions into concrete results, create institutional breakthroughs, innovate the growth model and improve the quality of urban governance.

In particular, the General Secretary hopes that Ho Chi Minh City will continue to promote its tradition, regain its position as a growth pole, a pole of innovation and creativity, leading the country. Because Ho Chi Minh City is where many policies and guidelines of the Party and State have been effectively implemented and replicated nationwide.
Party leaders emphasized the need to place the people as the main subject and central position in all policies and actions; people's happiness, satisfaction and trust are the highest measure of the leadership effectiveness and governance capacity of the political system.
Resolve traffic jams and flooding soon
To build and develop Ho Chi Minh City into a leading economic, financial, technological and service center in Southeast Asia and Asia, the General Secretary emphasized that the top priority task is to complete the planning, re-architect the development space according to a multi-polar - integrated - connected mindset, and operate according to a multi-center governance model to reasonably allocate resources and improve operational efficiency.
"This is a new issue of decisive significance. The longer it is delayed, the more the city loses opportunities for development," the General Secretary noted.
At the same time, Ho Chi Minh City needs to accelerate economic restructuring, taking science, technology and innovation as the main driving force; promote digital transformation, green transformation in a practical and effective manner, improve labor productivity, and be determined to achieve a high GRDP growth rate in the 2025 - 2030 period.

At the congress, the General Secretary expressed concern over a series of existing problems in Ho Chi Minh City such as traffic jams, flooding, and environmental pollution, and requested the congress to discuss thoroughly and resolve to overcome them. If traffic jams are not resolved, advantages will become bottlenecks, tourists will not come, investors will not come, hindering people's lives.
Regarding the flooding issue, the General Secretary noted that people should not worry about flooding every time it rains, especially in the context of climate change and rising sea levels still affecting urban areas. "The Government will support investment, work together, and resolve the issue thoroughly during this term. The sooner it is resolved, the better," General Secretary To Lam affirmed.

In addition to economic and environmental issues, the General Secretary pays special attention to the goal of comprehensive human development, linking economic growth with social progress and equity, building a livable city where every citizen has the opportunity to develop, receive care for health, education, living environment and safety, and no one is left behind.
Ho Chi Minh City needs to continue to fundamentally and comprehensively innovate education and training, creating a breakthrough in high-quality human resources to meet the requirements of the era of knowledge economy and international integration. At the same time, effectively implement the program of universal health care, sustainable population development, associated with building a modern health system, applying high technology.
"Development in the new era is not only measured by economic growth but also by the quality of life, prosperity and happiness of the people, and these indicators need to be quantified," the General Secretary requested.
