On October 14, the Department of Education and Training of Ho Chi Minh City announced the decision to assign 48 principals of primary, secondary and high schools to hold the position of cluster leaders of 16 specialized clusters in the education sector from the 2025-2026 school year onwards.

Starting from the 2025-2026 school year, the Ho Chi Minh City Department of Education and Training will manage professional expertise according to professional clusters managed by principals at all levels.

Accordingly, after merging the former Departments of Education and Training of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau, based on the administrative boundaries of wards, communes, special zones, and the number of students..., the new Department of Education and Training of Ho Chi Minh City has divided the scale of the education sector of 168 wards, communes, and special zones into 16 school clusters to manage professional and educational activities.

In each professional cluster including schools from kindergarten to high school, vocational education and continuing education in the ward, commune, and special zone, the Department of Education and Training assigns each cluster 3 principals representing each level of education.
