On October 2, the Department of Education and Training of Ho Chi Minh City held a conference to review facilities serving teaching and learning, and evaluate the revenue and expenditure situation at the beginning of the school year at educational institutions in Region II.
Reporting at the conference, Mr. Phan Ky Quan Triet - Deputy Head of the Finance Department of the Department of Education and Training of Ho Chi Minh City - said that currently, the entire region II has 365 schools with more than 9,300 classrooms, serving nearly 9,925 classes.
However, compared to the target of 300 classrooms/10,000 school-age population, only 16/36 wards meet the requirement. This means that many localities are still facing a major shortage of facilities, while the school population is constantly increasing.
At the preschool level, Mr. Triet said that the basic school system meets the needs, but the non-public rate of 76.5% also puts pressure on management and quality assurance.
Regarding primary schools, the whole area has 148 schools, of which 123 schools meet national standards (accounting for 83%). Particularly for secondary and high schools, some classrooms and auxiliary items have degraded, 22 classrooms need urgent repair, many information technology equipment are damaged, affecting teaching and learning.
According to calculations, to reach the target of 300 classrooms/10,000 people, Region II needs to add 62 schools with more than 4,200 new classrooms. Of which, primary schools lack more than 1,100 classrooms, secondary schools more than 1,500 classrooms and high schools more than 1,500 classrooms; preschools alone only need to add about 21 classrooms.
Regarding the investment plan, in the 2026-2030 period, Region II has 16 transitional projects with a total capital of about 1,800 billion VND, expected to add 514 more classrooms. At the same time, units registered 89 new projects, with a total capital of about 11,000 billion VND to add more than 2,200 classrooms.
Mr. Triet emphasized that in addition to public investment projects, the city's education sector will continue to encourage socialization and mobilize various resources to soon resolve the shortage of schools, especially in wards with rapid population growth.

According to Ms. Nguyen Thi Nhat Hang - Deputy Director of the Department of Education and Training of Ho Chi Minh City, two of the important targets of the education sector expected to be set in the upcoming City Party Congress are developing school facilities, with the goal of reaching 300 classrooms per 10,000 people, while ensuring quality inspection requirements.
In the 2026-2030 medium-term plan, many projects will be implemented to increase the number of classrooms to meet the growing needs of students.

In addition, the application of programs such as international programs, advanced integration programs... poses more challenges when the first requirement of partners is always standard facilities and class sizes according to regulations.
In fact, region II currently has only two kindergartens participating in the integration program, while junior high and high schools have not met the requirements.
Faced with this situation, the Deputy Director of the Department of Education and Training requested that localities pay attention to adjusting and orienting planning, ensuring the target of 300 classrooms/10,000 people is achieved.
In addition to the state budget, the city also encourages mobilizing more social resources to invest in schools, as long as current regulations are complied with.
