The General Secretary outlined six groups of tasks to promote innovation.

DNVN - On the morning of October 1, in Hanoi, the National Innovation Center (NIC) in collaboration with the Department of Innovation (SATI) organized the National Innovation Festival 2025 and the Vietnam International Innovation Exhibition 2025, taking place from October 1 to 3, 2025. Attending the Festival, General Secretary To Lam gave many important instructions.

According to the General Secretary, the world is moving at an unprecedented speed of artificial intelligence, big data, biotechnology, clean energy, and new materials. Countries that are one step ahead in science , technology, and innovation have a strategic competitive advantage and are moving faster and further. Vietnam “has no other choice” but to consider science, technology, innovation, and digital transformation as the top important breakthroughs, the main driving force to innovate the development model, and realize the two 100-year goals of becoming an upper-middle-income developing country by 2030 and a high-income developed country by 2045.

"This is not only an objective need but also an imperative of the times, determining the nation's position in the coming decade" - General Secretary To Lam said.

The General Secretary assessed that, in addition to positive aspects, innovation activities still have many limitations: institutions and policies have not kept up with the speed of technology development and global trends; have not strongly promoted innovation in enterprises; the level of technology mastery, especially core and source technologies, is still limited; venture capital for the early stages of start-up projects has not been tapped, high-quality human resources are still lacking; and the culture of fear of risk is still heavy.

To overcome the above limitations and strongly promote innovation nationwide, the General Secretary outlined 6 groups of tasks that need to be performed:

Firstly, unity in perception and action according to the viewpoint that innovation is the cause of the entire people to build culture and innovate for the entire people.

Second, innovation must go hand in hand with the solid development of science and technology foundations, enhancing the level of strategic autonomy in national technology, first of all core technology and source technology.

Third, focus on perfecting institutions and outstanding policies in developing science, technology and innovation.

Fourth is to implement the national strategy for innovative startups, build a national innovation ecosystem, and connect regionally and globally.

The fifth is to effectively operate three pillars: a creative state, central enterprises, and institutes as sources of knowledge.

Sixth is to combine innovation with sustainable development and international integration. Every innovation must solve social problems, increase productivity but reduce emissions, increase area but ensure data security, grow rapidly but leave no one behind.

Affirming that “nothing can prevent Vietnam from rising up to develop richly and prosperously”, the General Secretary called on every cadre, civil servant, public employee, worker, farmer, engineer, teacher, doctor, soldier of the armed forces, the elderly, students and all Vietnamese people at home and abroad to uphold the spirit of patriotism, constantly innovate and create in daily work to turn challenges into opportunities, turn ideas into values, turn aspirations into reality, and bring the country to develop richly and strongly in the new era.
