On July 3rd, in Hanoi, the Central Military Commission held its 6th Conference, term 2020-2025, to assess the results of leadership in implementing military and national defense tasks and building the Party Committee of the Army during the first six months of the year; and to deploy key tasks for the last six months of 2023.

General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, presided over the conference. General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense , chaired the conference.

Members of the Politburo and Standing Committee of the Central Military Commission: President Vo Van Thuong, Prime Minister Pham Minh Chinh, General Luong Cuong, Head of the General Political Department of the Vietnam People's Army; members of the Standing Committee and Central Military Commission, and key leaders of agencies of the Ministry of National Defense attended the Conference.

Also attending were members of the Politburo: Standing Member of the Secretariat and Head of the Central Organization Department Truong Thi Mai; Secretary of the Central Committee and Chairman of the Central Inspection Committee Tran Cam Tu, along with leaders of Party departments and the Central Party Office.

Opening the conference, General Phan Van Giang announced the Politburo's decision appointing Politburo member and President Vo Van Thuong to the Standing Committee of the Central Military Commission for the 2020-2025 term.

The report presented at the Conference showed that in the first six months of 2023, the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels led and directed the entire army to unite, proactively overcome difficulties, and comprehensively fulfill all tasks, with many tasks being completed successfully.

The Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels have proactively studied and accurately assessed the situation, advising and proposing to the Party and State effective solutions to situations, preventing passivity and surprise, and firmly protecting the territorial sovereignty of the Fatherland; promptly drawing lessons learned and directing adjustments to the content and methods of training, education, combat plans, and building political and spiritual factors in the Army. The entire army has successfully fulfilled its functions as a fighting force, a working force, and a productive labor force...

The military continues to affirm its core role in building a national defense system, a national defense posture linked with a people's security posture, a "people's hearts and minds" posture, and a solid defense zone; it is the main force in civil defense, prevention and mitigation of incidents, natural disasters, and catastrophes, and in search and rescue operations.

The Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels have focused on leading and directing the synchronized and decisive implementation of the "Year of Force Organization Adjustment" in accordance with the spirit of Resolution No. 05-NQ/TW of the Politburo, Resolution No. 230-NQ/QUTW of the Central Military Commission, and Plan No. 1228/KH-BQP of the Ministry of National Defense; seriously implementing the resolutions of the Central Military Commission on training, education, and training; the quality of training, education, training, exercises, competitions, and sports events in agencies, units, and schools has been improved. Regular discipline, building strong and comprehensive "exemplary" units, and adherence to discipline have shown progress. Military administrative reform, the development of e-government, and digital transformation within the Ministry of National Defense have initially achieved positive results.

International integration and defense diplomacy have been implemented proactively and flexibly; active participation in United Nations security operations, humanitarian assistance, and earthquake disaster relief in Türkiye has been recognized and highly appreciated internationally.

Many effective policies and solutions have been implemented to build a strong Party organization within the Army in terms of politics, ideology, ethics, organization, and personnel; and to build a politically strong Army...

Party inspection, supervision, and disciplinary work have been strengthened; inspections of outstanding cases and cases with signs of violations at some Party committees, agencies, and units have been conducted thoroughly, seriously, and in accordance with regulations; violations by collectives and individuals have been handled strictly and promptly, contributing to education, deterrence, prevention of wrongdoings, and maintaining strict discipline and order within the Party and the Army.

Continue building a national defense system based on the participation of all citizens.

In implementing the key tasks for the last six months of 2023, the Central Military Commission identified several key tasks: focusing on leadership and guidance, constantly monitoring, forecasting, and accurately assessing the situation, and promptly advising the Party and State on successfully handling situations, especially in the air, at sea, on the borders, domestically, in cyberspace, and in key strategic areas, preventing passivity and surprise.

The Central Military Commission leads and directs the entire army to strictly carry out the task of combat readiness; proactively coordinate to thoroughly understand the situation and geographical areas, prepare plans, forces, weapons, equipment, and means, effectively handle combat situations and effectively respond to non-traditional security challenges...

The Central Military Commission leads and directs, continuing to play a core role in building a national defense system; effectively implementing the policy of combining national defense with the economy, and the economy with national defense, in accordance with the resolutions and conclusions of the Politburo on the direction of socio-economic development and ensuring national defense and security for strategic regions and areas.

The Central Military Commission resolutely leads and directs the strict implementation of Resolution No. 05-NQ/TW of the Politburo and Resolution No. 230-NQ/QUTW of the Central Military Commission on the organization of the Vietnam People's Army for the period 2021-2030 and beyond. The entire army focuses on improving the quality of training, education, and instruction; organizing well-conducted drills, exercises, competitions, and sports events...

The Central Military Commission leads and directs the effective implementation of plans, programs, objectives, projects, and schemes related to logistics, technical support, and the defense industry. It ensures good logistical and technical support for both regular and unexpected missions; proactively prevents and controls diseases, provides healthcare, and ensures the well-being of soldiers. The entire army strengthens training, masters the use of weapons and technical equipment, produces technical supplies, and applies science and technology in the field of military technology; effectively carries out judicial, inspection, legal, and auditing work; and develops legal documents ensuring timeliness and quality.

The units effectively implemented Conclusion No. 53-KL/TW of the Politburo on international integration and defense diplomacy until 2030 and beyond; proactively and actively integrated into the international arena and engaged in defense diplomacy; strengthened cooperation with other countries on military and defense matters and participated in United Nations peacekeeping operations.

The Central Military Commission focuses on leading and directing the implementation of key tasks until the end of the 13th Party Congress term, as well as resolutions and conclusions on military and national defense tasks and safeguarding the Fatherland in the new situation...

Resolutions, directives, conclusions, regulations, and plans on Party building work continue to be implemented effectively. The Central Military Commission improves the quality of inspection and supervision work; focuses on inspecting and supervising the implementation of political tasks and Party building work, adherence to the principles, regulations, and rules of the Party, State laws, and military discipline; proactively identifies, detects, and inspects Party organizations and Party members when there are signs of violations; and handles violations strictly, accurately, and promptly, with "no forbidden zones" and "no exceptions."

The entire army thoroughly understands, concretizes, and strictly implements the Politburo's regulations on controlling power in personnel work and combating bribery for positions and power; develops and submits to competent authorities regulations on the maximum military ranks for positions in newly established, reorganized, and restructured units...

The Central Military Commission leads and directs the continued effective implementation of projects, programs, and plans on political, ideological, cultural, artistic, and journalistic work; focusing on educating and raising awareness and responsibility among officers and soldiers.

The entire army is stepping up emulation and reward activities leading up to the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, and the 70th anniversary of the Dien Bien Phu victory...

The Central Military Commission continues to innovate its leadership style, management methods, command, and operation to ensure they are scientific, democratic, and closely connected to the grassroots; encourages cadres to dare to think, dare to act, and dare to take responsibility for the common good, and to match words with deeds; and effectively resolves working relationships based on the principles of Party organization and activities.

Strengthen the monitoring of the thorough understanding, concretization, and implementation of resolutions, directives, plans, and guidelines from higher authorities; promptly commend and reward collectives and individuals who perform well, while resolutely handling violations.

Building a strong Party organization within the Army.

In his address at the conference, General Secretary Nguyen Phu Trong emphasized the need for the entire army to proactively grasp the situation, provide accurate, timely, and effective advice on solutions to successfully handle all situations, including those in the air, at sea, on the borders, and domestically.

The entire military continues to maintain strategic initiative, avoiding passivity and surprise; actively researching and advising the Party and State on the issuance of resolutions and laws on military affairs, national defense, safeguarding the Fatherland, and civil defense. The focus will be on summarizing and implementing the Resolution of the 8th Plenum of the 13th Central Committee on the Strategy for National Defense in the New Situation.

The General Secretary requested that the entire army be led and directed to strictly carry out the task of combat readiness; proactively develop plans, prepare well in all aspects, and successfully respond to non-traditional security challenges; participate in preventing, combating, and mitigating the consequences of natural disasters; conduct search and rescue operations (especially during the upcoming rainy and stormy season), and protect the lives and property of the people to the highest degree.

The military is improving the quality of training, exercises, and combat readiness, serving as the core in building a strong national defense system. The reorganization of the military continues according to the established roadmap; Party committees and organizations are promptly consolidated, ensuring units are ready to perform their duties immediately after establishment, creating the foundation for building a lean, efficient, and strong military by 2025, in line with the spirit of the Party's 13th National Congress Resolution.

The General Secretary emphasized the need to ensure adequate and timely logistical and technical support, and to promote the development of the defense industry towards modernization and dual-use to meet the equipment needs of the units. He also stressed the importance of further enhancing the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and beyond.

General Secretary Nguyen Phu Trong requested that the Party Committee of the Army continue to be built into a truly clean and strong organization; paying special attention to building a strong cadre of officers with sufficient virtue, talent, and high prestige; superiors must set an example for subordinates, and commanders must be exemplary before the entire unit; focusing on training and developing the army's cadre in the spirit of "seven dares": "dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate and create, dare to confront difficulties and challenges, and dare to act for the common good."

The General Secretary emphasized the need to lead and direct the work of mass mobilization to do even better, helping people develop economically and socially; preventing, combating, and overcoming the consequences of natural disasters and epidemics; participating in building political foundations in localities, closely monitoring the situation in order to coordinate closely with local Party committees, authorities, and police forces to build safe areas; and preventing the occurrence of hotspots and complex incidents.

“Comrades, you have done very well in this area of ​​work, clearly affirming the function of your working army; you have proactively reached out to the people, helping them with what they need and supporting them with what they lack. This is an action that demonstrates the fine nature and traditions that the Army needs to further promote in the future, contributing to building a solid foundation of people's support, raising vigilance, and absolutely preventing hostile forces from manipulating and inciting,” the General Secretary said.

The General Secretary suggested that leadership and guidance are needed to make thorough preparations in all aspects for the commemoration of the country's major holidays in 2024; focusing on the 70th anniversary of the historic Dien Bien Phu Victory; the 80th anniversary of the founding of the Vietnam People's Army; and the 35th anniversary of the National Defense Day.

"We must conduct thorough and extensive education and propaganda work so that the people at home and international friends can gain a deeper understanding of the glorious history, illustrious traditions, and brilliant achievements of our Army over the past 80 years under the absolute and direct leadership of the Party in all aspects, the support and assistance of the people, and the support and assistance of international friends and peace-loving people around the world," the General Secretary emphasized.

The General Secretary noted that the policies and decisions of the Central Military Commission must be disseminated to all officers and soldiers; and that the high will and determination of the entire army must be further instilled and built, striving to successfully complete all tasks in the last six months of the year and the whole year of 2023 with better results than in 2022.
