General Secretary: Personnel arrangements during provincial mergers must prioritize the principle of "serviceability."

Noting concerns about personnel arrangements during mergers and consolidations, and regarding personnel arrangements for the Party Congress, the General Secretary suggested that the highest priority should be the requirements of the job.

In his closing remarks at the 11th Central Committee meeting this afternoon, General Secretary To Lam emphasized that the tasks requested by the Central Committee should be implemented immediately by Party committees, organizations, agencies, units, localities, and their leaders following the meeting.

Organize congresses at the commune and provincial levels immediately after the administrative unit reorganization.

Party committees and organizations should proactively and effectively carry out the work of disseminating, publicizing, mobilizing, and guiding ideology within agencies, units, localities, and organizations, as well as participate in guiding public opinion.

This aims to ensure high levels of unity, consensus, and uniformity among cadres, Party members, civil servants, employees, and all segments of the population regarding the Party's major policies.

Party committees and local authorities are focusing on directing and decisively implementing the tasks of reorganizing and streamlining the organizational structure according to the plans and schemes approved by the Central Committee.

The Central Committee emphasized the need to proactively address tasks related to the arrangement, placement, and utilization of cadres, civil servants, and public employees, ensuring the retention of talented individuals and the effective implementation of policies and regulations for those affected; and to prepare a complete legal framework to facilitate the arrangement process. It is also necessary to proactively develop plans for managing, utilizing, and disposing of assets, office buildings, and official residences, absolutely preventing loss, waste, and corruption.

Before, during, and after the restructuring, agencies, units, and organizations must ensure continuous, smooth, efficient, effective, and effective operation, without interruption of work, without leaving any tasks, areas, or fields unattended, and without affecting the normal activities of agencies, units, organizations, and the people.

Regarding the organization of congresses at all levels in merged and consolidated localities, the General Secretary stated: "We will organize congresses at the commune and provincial levels immediately after the administrative unit reorganization. Therefore, we need to provide very strict leadership and guidance to ensure that the congresses are conducted in accordance with regulations and are substantive, not merely ceremonial."

The Politburo will issue a new directive to replace Directive 35, providing specific guidance on organizing congresses at all levels in accordance with the new guidelines.

The General Secretary further noted that provincial-level documents should be supplemented and finalized promptly based on the Central Committee's draft of the new documents. For provinces that have undergone mergers or consolidations, the Standing Committees must discuss and develop the documents for the new provincial Congress.

The General Secretary suggested that the documents should be drafted in the spirit of the "expanded development space" of the new province. It shouldn't be a mechanical combination of the old province's documents into a new one. The merged communes must also follow this principle.

The central government will issue guidelines on personnel criteria for mergers.

Regarding personnel, the General Secretary shared: "Many comrades are concerned about the issue of personnel arrangement during mergers and consolidations, and the personnel arrangements for the Congress. Central agencies will provide specific guidance on criteria and standards. I propose that the highest standard should be based on job requirements, followed by other criteria."

The Standing Committee at the provincial level (in cases of mergers or consolidations) must thoroughly discuss this issue among themselves, ensuring a high level of consensus in implementation, especially regarding the appointment of heads of agencies after the merger.

Regarding unresolved issues, members of the Politburo and the Secretariat assigned to specific areas will provide guidance and direction. Provinces should also assign members of the provincial Party committee to guide and direct the commune-level Party congresses.

The General Secretary also emphasized ensuring the roadmap and progress, as well as the procedures (especially the procedure for soliciting opinions from the community according to the grassroots democracy regulations) regarding the amendment of the legal framework, the timing of the completion of district-level activities, the merger of communes, and the reorganization and merger of provinces as stipulated in the adopted resolution.

Furthermore, the General Secretary also noted the need to organize major commemorative activities well in 2025, focusing on the 50th anniversary of national reunification; the 135th anniversary of President Ho Chi Minh's birth; the 80th anniversary of the August Revolution and National Day on September 2nd, along with commemorative activities in each locality.

The Central Committee requested that the subcommittees preparing for the 14th National Congress quickly incorporate additional feedback and suggestions, finalize the draft documents (especially the section on socio-economic development orientation for regions and localities after mergers), and send them to Party congresses at all levels for discussion and feedback, and further refine the draft documents. A report should be submitted to the Central Committee at the 12th Central Committee meeting for discussion and feedback from cadres, Party members, and the people.

Immediately following this conference, the Central Steering Committee for the Review of Resolution 18 will meet to concretize the necessary tasks, develop a plan and roadmap for implementing the tasks in the coming period, and assign Politburo and Secretariat members to direct, guide, inspect, and supervise the process.

Also next week, the General Secretary announced that the Politburo and the Secretariat would hold a national conference of cadres to disseminate and unify understanding and methods throughout the entire political system regarding the policies recently adopted at the 11th Central Committee meeting...

"The tasks ahead are immense, the realities of life demand urgent action, the people and Party members are waiting expectantly, and the tasks ahead are very heavy and difficult. I think this is a great challenge, but also an opportunity for each member of the Central Committee to demonstrate their sense of responsibility to the Party, the country, and the people," General Secretary To Lam expressed.

The Central Committee is confident that the entire Party, the entire people, and the entire army will certainly overcome all difficulties and challenges, and successfully fulfill the goals, targets, and tasks that have been set.
