The head of a ministry or ministerial-level agency must directly lead and direct the work of law-making and take primary responsibility for the quality of policies and laws in the areas under his or her management.

Each cadre and party member must be exemplary and take the lead in implementing and complying with the law, spreading the spirit of respect for the constitution and the law, identifying the building of legal institutions and the inspection and supervision of law enforcement as a central, continuous and regular task.
