General Secretary To Lam: 'Competition is not about chasing achievements'

On the afternoon of September 24, in Hanoi, the Central Military Commission and the Ministry of National Defense organized the 11th National Emulation Congress for Victory of the Whole Army. General Secretary To Lam, Secretary of the Central Military Commission, attended and delivered a speech directing the congress.

Speaking at the congress, General Secretary To Lam expressed his emotion at the festival honoring the will, discipline, strength, intelligence and devotion of Uncle Ho's soldiers.

The General Secretary congratulated 54 national heroes and emulation fighters; 304 advanced models; and hundreds of thousands of collectives, cadres and soldiers honored and rewarded in the emulation movement to win over the past 5 years. They are living proof of the strength of tradition, discipline, creativity and the close military-civilian relationship.

According to the General Secretary, in every revolutionary stage, from guerrilla battles to large-scale campaigns, from secret fronts to military diplomacy, from research, design and manufacture of weapons, from schools, laboratories to training grounds, from leaders to officers and soldiers, emulation to win is always the catalyst, turning determination into results, turning goals into reality...

From there, the qualities of Uncle Ho's soldiers were formed, with their own identity: modest yet resilient, disciplined yet creative, decisive yet humane, determined to fight and determined to win, so that each soldier could contribute to building an army loyal to the Party, filial to the people, and ready to fight and sacrifice for the Fatherland.

"Competition here is not about chasing achievements but about daily food and drink in a specific military environment, and is precise, procedural, safe, effective and suitable for modern combat situations," the General Secretary emphasized, saying that in the military environment, emulation is a school of "personality and courage".

Each completed target not only adds a "point" but also adds a level of maturity; each soldier must know how to put the mission first, know self-discipline, know how to respect procedures, know how to cooperate in combat, know how to handle situations, know how to love teammates and love the people.

The goal of our army is revolutionary, disciplined, elite, and modern.

The General Secretary said that in the context of the world and regional situation continuing to evolve rapidly and complicatedly, the requirement for building and protecting the Fatherland in the new situation is that our army must be both disciplined, elite, modern, and mobile, flexible, and digitally intelligent.

In that context, the decisive emulation must become the operating system in three roles: "combat army" with training criteria close to actual combat, close to the combat object, close to the area, close to weapons and equipment, special forces, considering mastery of weapons, equipment, and high technology as mandatory indicators, considering safety and discipline as the red line.

The General Secretary expressed his impression that the army is modern, has mastered science and technology, and has developed weapons and equipment, and the reports of exemplary cadres at the congress clearly demonstrated that.

"The goal of our army is to be revolutionary, disciplined, elite, and modern; the army has ended the period of gradual modernization...", said the General Secretary.

The General Secretary requested that the entire army continue to rectify all formalities; absolutely avoid chasing superficial targets; prioritize quality, efficiency, and depth. Emulation must make people better, units stronger, work smoother, and military-civilian relations stronger. Unity is the source of strength.

Emulation must contribute to "tightening the ranks", spreading positivity, encouraging young talents, creating space for initiatives of soldiers, women in the army, and defense workers. Each Party Committee and commander must be a "conductor" who knows how to choose the right "music", choose the right "rhythm" of progress, and coordinate the "orchestra" of the forces smoothly.

On the occasion of the congress, on behalf of the leaders of the Party, State, and Central Military Commission, General Secretary To Lam presented the congress with a plaque with 16 golden words: "Loyalty and steadfastness - Solidarity and discipline - Breakthrough development - Determination to fight and win".
