VTV.vn - General Secretary To Lam requested that the 14th National Congress documents must be a strong commitment of the Party to the people about a new development stage.

On the afternoon of September 25, General Secretary To Lam worked with the Standing Committees of the 14th Party Congress Sub-Committees to give opinions on the preparation of Congress documents. Also attending were Prime Minister Pham Minh Chinh; Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat.

At the meeting, the Standing Committees of the Sub-Committees reported on the preparation of documents to report to the Politburo and the upcoming 13th Central Conference.

General Secretary To Lam emphasized that from the round of collecting opinions from Party committees and Party members at the Central and local levels, the Document Subcommittee has received many valuable comments. However, the world context continues to move rapidly and complexly. In the country, many new requirements have been set after the arrangement, merger and operation of two-level local governments. The Politburo has and will continue to issue many important Resolutions. Therefore, in order for the content of the document to carry the breath of this innovative spirit, it is necessary to update and supplement it to ensure the vitality of the document.

General Secretary To Lam requested that the 14th National Congress Documents with two pillars, the Political Report and the Action Program for the 2026-2031 term, must be a strong commitment of the Party to the people about a new development period: stable and solid for breakthrough; modern, inclusive, sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard transformation.

General Secretary To Lam emphasized: ''The document needs to clearly demonstrate three layers of orientation: the foundation layer is the new generation development thinking with four strategic transformations; the structural layer is the five pillars of fundamental security that create a shield against shocks, and the action program layer can be counted according to each implementing subject, resources, responsibilities and specific deadlines. The new resolutions of the Politburo and the following resolutions are not only supplementing the content but also a "lever" for the document to immediately begin implementation. Summarizing 40 years of innovation, it is necessary to point out the core lesson: firmly pursuing the goal of national independence and principled innovation, promoting the strength of great national unity, taking people as the center, subject, goal and driving force of development; combining national strength with the strength of the times, proactively integrating and seizing the opportunities of green transformation, digital transformation and restructuring the global value chain. The responsibilities of each agency, each Party Committee, and each cadre are clearly defined in the mechanism of "one task - one contact - one deadline".

General Secretary To Lam requested that members of the Document Subcommittee continue to urgently complete and strive to make the Document a driving force for innovation in thinking and action throughout the entire political system, arousing aspirations for development, promoting the strength of national solidarity, seizing opportunities, overcoming challenges, and putting the country firmly on the path of a rich people, a strong country, democracy, fairness, and civilization. Turn the Document into a modern leadership and governance tool, creating a solid foundation for the 2035 - 2045 goals. General Secretary To Lam affirmed that this is also the Party's commitment to the people: words go hand in hand with actions, plans go hand in hand with actions, and results are the highest measure.
