Ukraine's President Volodymyr Zelensky welcomed US President Donald Trump's "historic decision" to provide "NATO-style" security guarantees to Ukraine if a peace deal with Russia is reached, while rejecting suggestions that Kiev might cede territory to Moscow, India Today reported on August 18.
"It is a historic decision that the United States is ready to participate in providing security guarantees to Ukraine. Security guarantees must be truly practical, covering land, air and sea, and must include European participation," President Zelensky said in a statement.
The statement came ahead of a meeting between US President Donald Trump and Ukrainian leader Zelensky in Washington on August 18, following a Russia-US summit in Alaska on August 15.
US Special Envoy Steve Witkoff said that Russian President Putin agreed in principle to the US providing Ukraine with collective security guarantees similar to NATO's Article 5.
Russia's envoy to international organizations in Vienna, Mikhail Ulyanov, said Moscow agreed that any peace deal should include credible guarantees for Ukraine, but stressed that Russia must also receive credible guarantees.
"Many leaders of European Union countries stressed that a future peace agreement should provide reliable security guarantees for Ukraine. Russia agrees with that. But to be fair, Moscow should also receive effective security guarantees," Russian envoy Mikhail Ulyanov said.
Article 5 of the North Atlantic Treaty stipulates that an attack on any of NATO’s 32 members in Europe or North America would be considered an attack against all of them. However, the new US proposal would not involve NATO directly, but would instead provide a security guarantee mechanism for Ukraine. US officials added that a similar framework could be applied to Ukraine as an alternative to full NATO membership.
