Pursuant to Clause 1, Article 23 of the Law on Military Service 2015, regulations on the service of non-commissioned officers and soldiers with professional and technical qualifications: Non-commissioned officers and soldiers with professional and technical qualifications when performing military service are given priority for use in positions suitable to the needs of the army according to regulations of the Minister of National Defense .
Pursuant to Decree 27/2016/ND-CP stipulating the regime and policies for non-commissioned officers and soldiers serving in the army, discharged from the army and relatives of non-commissioned officers and soldiers in the army.
Thus, citizens performing military service enjoy the following benefits:
First, while serving in the military.
Annual leave is prescribed in Article 3 of Decree 27/2016/ND-CP as follows:
Citizens serving in the military from the thirteenth month onwards are entitled to annual leave; the leave period is 10 days (not including departure and return days) and are paid for train, car, and travel allowances according to current regulations.
In special cases due to combat mission requirements, combat readiness or in places where travel conditions are difficult and leave cannot be granted, payment in cash will be made. The amount of payment for one day without leave is equal to the basic daily food allowance for non-commissioned officers and infantry soldiers.
Citizens serving in the army who have taken annual leave according to the regime, if their family encounters a natural disaster or serious fire, or if their biological parents; fathers or mothers-in-law or fathers or mothers-in-law; legal guardians; spouses and biological or legally adopted children pass away or go missing, or non-commissioned officers or soldiers make particularly outstanding achievements in performing their duties, are entitled to special leave, not exceeding 05 days (excluding departure and return days) and are paid for train, car, and travel allowances according to current regulations.
The additional allowance and incentive allowance regime prescribed in Article 4 of Decree 27/2016/ND-CP are as follows: In addition to the military rank allowance regime enjoyed according to regulations, citizens serving in the army whose service period is decided by the Minister of National Defense to be extended, from the twenty-fifth month onwards, will receive an additional 250% of the current military rank allowance each month.
Other policies and regimes stipulated in Article 5 of Decree 27/2016/ND-CP are as follows:
Exempt from postage when transferring money, postal items, and parcels; provided with 04 postage stamps/month, stamp prices according to regulations and provided with monthly military rank allowances.
Before joining the army, if a member of a poor household or a student borrows money from a social policy bank, repayment will be deferred and interest will not be charged during the time in the army according to current regulations.
Those who meet the conditions and standards of political quality, ethics, culture, health, and age are eligible to participate in the enrollment according to regulations and receive priority points in enrollment according to current regulations.
Second, when discharged from the army.
Article 7 of Decree 27/2016/ND-CP stipulates the one-time demobilization allowance regime as follows:
Receive a one-time discharge allowance: For each year of service in the Army, you will receive an allowance equal to 02 months of basic salary.
Receive an additional 2 months of current military rank allowance
Receive job creation allowance equal to 06 months of basic salary equivalent to 10,800,000 VND.
The unit directly manages and organizes a farewell meeting before discharge, costing 50,000 VND/person.
Be sent off and taken back to the place of residence by the unit according to regulations or provided with train or car fare (common type) and travel allowance from the unit to the place of residence.
Article 8 of Decree 27/2016/ND-CP stipulates that citizens who are discharged from the army are supported with vocational training and job placement.
In addition, university graduates with professional and technical qualifications when performing military service will be given priority for positions suitable to the needs of the army according to regulations of the Minister of National Defense. Specifically, the following professional and technical professions are given priority for use (Regulations in Article 3 of Circular 220/2016/TT-BQP):

- Criminal law and criminal procedure;

- Foreign languages and cultures: English; French; Russian; German; Chinese; Japanese; Korean and Southeast Asian countries;
- Language and culture of Vietnamese ethnic minorities;
- Film and television technology;
- Museum;
- Filming;
- Sound and light design;
- Dance;
- Vocal;
- Musical instrument;
- Photography;
- Documents - Archives;
- Sports;
- Finance; Accounting;
- Food processing;
- General medicine;
- Preventive medicine;
- Traditional medicine;
- Imaging techniques;
- Testing;
- Pharmacy;
