The Ho Chi Minh City People's Committee has just approved the plan to relocate six apartment blocks, including blocks I, II, VIII, IX, X, and XI, in the Thanh Da residential area, according to the previously approved compensation and resettlement plan.
Accordingly, the People's Committee of Binh Quoi Ward is responsible for issuing the relocation decision in accordance with the approved compensation and resettlement plan as prescribed.
Simultaneously, the agency will coordinate with relevant units to organize the relocation of all owners and users of apartments in the aforementioned apartment blocks, including those currently occupying housing that is public property.
The People's Committee of Binh Quoi Ward is also tasked with coordinating with the Center for Housing Management and Construction Inspection to report and propose to the Department of Construction the procedures for recovering housing belonging to public assets in accordance with regulations.
The Ho Chi Minh City Department of Construction will advise on and implement procedures for the recovery of buildings and houses in the six aforementioned apartment blocks, while also ensuring the accounting and management of public assets in accordance with the Law on Management and Use of Public Assets and Circular 141/2025 of the Ministry of Finance .
The Ho Chi Minh City People's Committee also requested Thanh Da Housing Development Joint Stock Company to closely coordinate with relevant agencies during the relocation and resettlement process for residents.
According to the Department of Construction, the six apartment blocks in Thanh Da residential area are subject to demolition as stipulated in point d, clause 2, Article 59 of the 2023 Housing Law. The People's Committee of Binh Thanh District (formerly) approved the compensation and resettlement plan in Decision No. 4744/2025.

Therefore, these six apartment blocks are eligible for relocation under the approved compensation and resettlement plan as stipulated in point b, clause 2, Article 23 of Decree No. 98/2024/NĐ-CP.
The Thanh Da apartment complex consists of 23 old apartment buildings constructed in 1972, located only about 5 km from the center of Ho Chi Minh City, across the Kinh Bridge. The entire Thanh Da area covers approximately 55 hectares, with the apartment complex occupying about 36 hectares.
According to the original plan, Thanh Da residential area had a complete transportation system, public facilities, commercial services, administrative offices, healthcare facilities, educational institutions , parks, and green spaces… The construction density was only 30-40%.
Over the past 50 years, these apartment buildings have deteriorated. Subsidence, cracking, peeling paint, and leaks are quite common. Many residents have renovated and expanded their living space during their occupancy.
According to data from the former Ho Chi Minh City Department of Construction, there are currently 474 apartment buildings with 573 blocks built before 1975 that are dilapidated and unsafe. Of these, 16 are classified as Grade D (dangerous), 116 as Grade C (potentially dangerous), 332 as Grade B (not meeting normal usage requirements), and 12 buildings have been demolished or repurposed. To date, 5 Grade D apartment buildings have been completely demolished, and 6 others have also been removed.
Ho Chi Minh City aims to essentially complete preparatory work for the renovation and reconstruction of apartment buildings constructed before 1975 and those built between 1975 and 1994 by 2030. The goal is to essentially complete the repair, upgrading, and reinforcement work for Grade B and Grade C apartment buildings constructed before 1975.
For the 16 Grade D apartment buildings, Ho Chi Minh City aims to complete the reconstruction of 7 severely damaged and dangerous Grade D apartment buildings built before 1975. It also aims to complete the reconstruction of 9 severely damaged and dangerous Grade D apartment buildings built before 1975 and any newly constructed Grade D apartment buildings. Furthermore, it aims to essentially complete the repair, upgrading, and reinforcement work for Grade B and Grade C apartment buildings constructed between 1975 and 1994.
Ho Chi Minh City aims to complete the renovation and reconstruction of old apartment buildings (built before 1975) by 2035; and to essentially complete the renovation and reconstruction of severely damaged, dangerous, Grade D, or expired apartment buildings built between 1975 and 1994.
