Ho Chi Minh City resolves obstacles for 838 long-standing stalled projects.

Currently, Ho Chi Minh City has completed the process of resolving difficulties and obstacles or has issued directives for handling all 838 long-standing projects, achieving a 100% completion rate.

On June 2nd, the Ho Chi Minh City People's Committee held a conference to disseminate and implement Conclusion No. 24-KL/TW of the Politburo and Resolution No. 29/2026/QH16 of the National Assembly; to summarize the implementation of Plan No. 34/KH-UBND and to implement Plan No. 243/KH-UBND of the Ho Chi Minh City People's Committee on continuing to resolve difficulties and obstacles for long-standing projects and works in the city. The Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, also attended and directed the conference.

At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Tran Van Bay disseminated and implemented Conclusion No. 24-KL/TW and Resolution No. 29/2026/QH16. Accordingly, Ho Chi Minh City directed the focus on removing bottlenecks and resolving outstanding projects and works according to the "six clear principles"; assigning specific tasks and linking the responsibilities of heads of departments, agencies, and localities in reviewing and resolving obstacles for long-standing projects, works, and land plots.

Currently, Ho Chi Minh City has 838 outstanding and problematic construction projects, land plots, and other projects; of which, 54 projects fall under the jurisdiction of the Central Government and 784 projects fall under the jurisdiction of the local government. After nearly two years of implementing Plan No. 34/KH-UBND, Ho Chi Minh City has completed resolving or providing guidance on handling all 838 projects, achieving a 100% completion rate. A total of over 206,000 billion VND and nearly 17,000 hectares of land have been unlocked for these projects, enabling them to be quickly put into operation.

In his presentation at the conference, Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Agriculture and Environment, stated that the Department was assigned to lead and oversee 265 stalled projects and land plots in the city. To date, the Department of Agriculture and Environment has advised the City People's Committee on resolving and guiding the resolution of all 265 projects, achieving a 100% success rate. Although the rate of projects with a clear direction for resolution is high, the majority of these stalled projects are complex and have spanned multiple periods.

A representative from the Ho Chi Minh City Department of Construction stated that the Department has completed advising on the handling of all 115 assigned projects, achieving a 100% completion rate. A review of these 115 projects revealed that 80% of the backlog stems from systemic inadequacies, particularly a lack of synchronization between planning, investment, land use, and construction. Therefore, the Department of Construction has proactively proposed a new approach: identifying common problem groups and then advising on a general mechanism to resolve these issues for many projects.

Regarding thematic inspections aimed at resolving long-standing issues related to stalled projects in the city, Ms. Nguyen Thi Thanh Thuy, Deputy Chief Inspector of Ho Chi Minh City, informed that the City Inspectorate has deployed 12 inspection teams to 94 construction projects, land plots, and has issued 12 inspection conclusions. The City Inspectorate is also deploying an additional 6 inspection teams and 1 inter-agency inspection team to 100 out of 838 long-standing stalled projects and is expected to issue inspection conclusions before June 5, 2026.

Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated: The goal of achieving double-digit GRDP growth in 2026 and subsequent years, in accordance with Conclusion No. 18-KL/TW and Directive No. 45/CT-UBND of the City People's Committee, is a challenging but entirely feasible task, provided we thoroughly "release" the resources currently "frozen" in various projects. Double-digit growth cannot be achieved if hundreds of projects remain dormant on prime land and construction remains unfinished.

To successfully accomplish the task in the coming period, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested the Department of Finance - the Standing Agency of the Special Task Force - to complete the second phase of data collection before June 11, 2026; to statistically classify and clearly identify the faults of state agencies or businesses; to consider the specific historical context; and to propose a plan for handling and operating the digitized database system in the second quarter of 2026.

Departments, agencies, and localities must thoroughly understand and fully apply the groundbreaking spirit of the Conference, adhering to the principle of clearly separating the responsibilities for handling violations by organizations and individuals from the resolution of project obstacles. The handling of violations must not be used as an excuse to delay project resolution; projects must be put into operation immediately to serve the people; exploiting the project resolution policy for personal gain or to legitimize violations is strictly prohibited. Any violation of this principle will be severely punished according to the law.

With a solid legal foundation from Conclusion No. 24-KL/TW and Resolution No. 29/2026/QH16; with the consensus of the entire political system, clear assignment of tasks and decisive implementation; Mr. Nguyen Van Duoc believes that the city will transform stagnant land into projects serving the people, turning "dormant" projects into modern urban areas and infrastructure, contributing to the goal of double-digit growth, and affirming Ho Chi Minh City's position as the leading economic engine in the new era.
